Purpose and Objectives of the Assignment
Overall Purpose
The overall purpose of this consultancy is to produce decision-ready evidence and practical recommendations that improve relevance, inclusion, safety/do-no-harm, and results for STREAM across project design, implementation, MEAL systems, and partner capacities.
Specific Objectives
1. Conduct a project -specific Gender and Inclusion Assessment for STREAM, building on existing analysis and contextual realities in Mandalay Region.
2. Develop actionable, context -appropriate GEDSI recommendations and tools to guide implementation across agriculture, nutrition, WASH, disaster preparedness, and institutional strengthening components and to ensure STREAM implementation aligns with LIFT GEDSI requirements , WHH gender policy, and international best practice. The analysis should directly inform:
1. Targeting & participation rules (who is prioritized , inclusion benchmarks, feasibility of participation targets such as women’s representation in groups/committees , meaningful participation vs attendance).
2. Delivery modalities (where/when/how services, trainings, inputs, cash/in-kind, early warning communication, WASH infrastructure, and committee processes are delivered so that different groups can access and benefit safely).
3. Safeguarding & do -no-harm (risks such as backlash, harassment at service points, exclusion, SEA/SH risks , mitigation built into design).
4. MEAL framework (indicator set and disaggregation, tools, learning questions, minimum expectations for SADD and disability disaggregation where feasible and safe).
3. Assess the feasibility and appropriateness of key inclusion assumptions and targets already built into the project and propose adjustments where needed.
4. Support the practical uptake of findings by WHH staff and local partners (GGG, CMMDA, FANSS) through a validation and sense -making process and a light capacity strengthening component.
7. Required Qualifications and Experience
The consultant (or consultancy team) should demonstrate:
• Advanced degree in Gender Studies, Social Sciences, Development Studies, or related field
• Minimum 7–10 years of experience in gender and inclusion work in humanitarian and development contexts
• Proven experience in GEDSI assessments and mainstreaming in agriculture, food security, WASH, or climate resilience programs
• Strong understanding of the Myanmar context, preferably Mandalay/Central Dry Zone, and safe research practice in fragile/conflict-affected contexts
• Experience working with INGOs and donor-funded projects , ideally LIFT -funded programmes
• Demonstrated facilitation and capacity-building skills
Excellent analytical and report-writing skills in English (Myanmar language an asset)
