Request for Proposals (RFP)
The International Union for Conservation of Nature (IUCN), Central and West Africa Programme (PACO), is inviting proposals for the recruitment of two individual consultants to conduct studies on gender mainstreaming and institutional capacity assessment.

The assignment is part of the regional water and wetlands programme and the integrated water resources management programme for the transboundary Oubangui River Basin between the Democratic Republic of Congo (DRC) and the Central African Republic (CAR).

Objective of the Assignment
The purpose of this consultancy is to support gender integration and assess institutional capacities within the framework of the regional water management programme, contributing to improved governance and implementation effectiveness.

Scope of Work
The consultants will be responsible for:

  • Conducting studies on gender integration in the programme context
  • Assessing institutional capacities relevant to project implementation
  • Supporting analysis of governance structures within the water resources management framework
  • Providing recommendations to strengthen gender responsiveness and institutional effectiveness
  • Contributing to technical reporting and documentation required by the programme
Required Qualifications
Applicants should meet the following requirements:

  • Advanced degree in environmental sciences, social sciences, geography, natural resources management, or related field
  • Relevant professional experience in gender studies, institutional assessment, or environmental governance
  • Experience working on donor-funded projects is an advantage
  • Familiarity with water resources management or environmental programmes is preferred
  • Strong analytical and report writing skills
  • Ability to work in French or English (French required for this assignment context; English is an advantage)
  • Proficiency in standard office software
