About the Role

As a Programme Officer, you will play a key role in supporting and strengthening women’s rights organisations in Rwanda. You will be responsible for managing partnerships, monitoring programme activities, and facilitating capacity-building efforts in thematic areas such as women’s economic empowerment, gender equality and social inclusion (GESI) in the agrifood sector.

Key Responsibilities

  • Act as the primary point of contact for a portfolio of local partner organisations working on women’s economic empowerment and GESI in the agrifood sector, ensuring strong communication and collaboration.
  • Manage partnership administration, including contracts, reports, budgets, monitoring plans, and results documentation, and provide timely guidance and feedback to partner organisations.
  • Assess and monitor the quality of partner organisations’ programme activities and written deliverables to ensure alignment with Kvinna till Kvinna’s strategies, working methods, policies, and partnership agreements.
  • Lead capacity-strengthening initiatives for partner organisations, particularly in women’s economic empowerment and GESI, and coordinate thematic networking events.
  • Conduct regular partner visits to monitor programme implementation, document results, and assess the quality of programmatic work.
  • Support reporting to donors and Kvinna till Kvinna head office, including documenting and communicating key achievements from partner organisations within your portfolio.
  • Support partner organisations in identifying funding opportunities and taking initiatives for capacity building, networking, and organisational development.
  • Lead the Rwanda Governance Board reporting process by reviewing partner reports and action plans, consolidating quality-checked data, and compiling summary reports and annual action plans.
  • Lead programme monitoring, evaluation and learning efforts, including management of output and outcome trackers, activity evaluation data, annual indicator tracking, and reporting on reach and thematic results.
  • Design, coordinate, and facilitate programme activities, including capacity strengthening and networking events linked to Kvinna till Kvinna Rwanda’s thematic priorities.


Qualifications

  • Relevant higher education in gender studies, international relations, development studies, human rights, social sciences, agriculture, business studies, or a related field.
  • At least three years of experience in development cooperation, programme management, or working with civil society organisations.
  • Proven experience in women’s economic empowerment, gender equality and social inclusion, and/or related thematic programming.
  • Experience working with partner organisations, including programme follow-up, capacity strengthening, and organisational development.
  • Strong knowledge of gender equality, women’s rights, and civil society in Rwanda.
  • Experience in monitoring, evaluation, and learning, including results-based management and reporting.
  • Experience in research, advocacy, and/or policy engagement is an asset.
  • Strong organisational and project management skills, with the ability to manage multiple tasks and deadlines effectively.
  • Excellent communication and interpersonal skills, with the ability to engage a wide range of stakeholders.
  • Ability to champion GESI at consortium and partner levels.
  • Fluency in English and Kinyarwanda. French is an asset.
