Objective and Purpose of the Assignment
The GEDSI Advisor will provide overall technical oversight and implementation support for effective delivery of gender results of Climate Resilient Health Infrastructure and System Project (CRHISP), with direct implementation support to the gender interventions financed under Asian Development Fund 13 Gender Grant. With the support of CRHISP gender team and the technical experts from the Project Management Unit, the position will ensure effective gender mainstreaming in all the components of the project, along-with monitoring and reporting against results indicators specified under the Gender Action Plan of the project. The position will provide gender specific strategic support and guidelines to all the project stakeholders, including CRHISP EAs and IAs i.e. Ministry of Health and Medical Services (MHMS) and Ministry of Finance and Economic Development (MFED) and other relevant ministries departments such as Ministry of Women Youth Sports and Social Affairs (MWYSSA), development partners and civil society organizations.

Detailed Tasks and/or Expected Output
  • Inception report including timeline and methodology for the implementation of the gender component and gender action plan (GAP).
  • Development of Monitoring and Evaluation framework and systems for reporting on GAP indicators
  • Development and roll out of Knowledge Attitude and Practice (KAP) survey with a focus on SRH and GBV in selected project areas (pre and post project interventions)
  • Development and roll out of gender-inclusive health Behavior Change Communication (BCC) strategy by community engagement, including promotion of SRH and GBV prevention
  • At least two knowledge products (including one study on women’s time spent on care activities during outbreak of infectious and communicable diseases, videos, good practices note etc.) developed to promote SRH and GBV prevention.
  • At least four learning events conducted for promoting SRH use and practices with an emphasis on GBV prevention and protection.
  • Development and roll out of capacity development program for health personnel and communities on SRH and GBV.
  • Preparation of GAP progress reports, case studies, good practices and other relevant research required for achieving gender results.

Minimum Qualification Requirements
  • A Master’s degree in Gender and Inclusion, Social Sciences, Public Health (Sexual Reproductive (SRH), Gender Based Violence (GBV), Health, project implementation particularly in health sector.
  • Proven experience with a minimum of 12 years in gender programming and projects management experience with different donors and international organizations, particularly related to programs/projects on social development, SRH, GBV, women empowerment and gender and development.
  • Minimum of 5 years of experience in designing and conducting capacity building training of government and non-government actors, preferably on SRH, GBV, gender and related issues.
  • Well versed with gender related issues in relation to the health sector.
  • Proven experience of working with government and non-government actors on social development projects and policy-level interventions.
  • Experience in developing gender policies and strategies for the health sector.
  • Excellent communication, coordination, presentation and reporting skills.
