The International Center for Research on Women (ICRW) is a non-profit organization and registered as a company under section (8) of The Companies Act 2013. ICRW is dedicated to promoting gender equitable development and women's rights, reducing poverty, and contributing to broader economic and social well-being. ICRW undertakes research and programs that are focused, evidence-based, and action-oriented; provides technical assistance to partner organizations, donors, and governments; and advocates for new or improved policies, programs, and technical assistance to partner organizations, donors, and governments.
Background: ICRW seeks to develop a system to measure the impact of gender programming on academic outcomes (such as Academic performance: Improvements in subject learning outcomes—especially in math, science, and language—and narrowing of gender gaps; Attendance: Increased regularity of school attendance; Classroom participation: Greater engagement, voice, and leadership in learning spaces) among program participants. Towards this, the organization intends to develop a robust measurement framework that includes clearly defined indicators, measurement approaches, study design and data collection tools.
The consultant will support the development of a comprehensive measurement system that can be integrated into ongoing gender program monitoring and evaluation processes.
Objectives of the Consultancy
The objective of this consultancy is to develop a structured and practical measurement framework for academic outcomes, including indicators, tools, and processes for data collection and analysis.
The consultant will undertake the following tasks:
1. Literature Review
The consultant will support the development of a comprehensive measurement system that can be integrated into ongoing gender program monitoring and evaluation processes.

3. Draft data collection tools and instruments for measuring indicators.
4. Documentation of measurement processes and implementation guidelines.
5. Final refined measurement framework and tools incorporating stakeholder feedback.

Consultant Qualifications
- Postgraduate degree in education, social sciences, public policy, monitoring and evaluation, or a related field.
- 6–7 years of experience of research, monitoring and evaluation in the field of education.
- Demonstrated experience in developing indicators, measurement frameworks, and data collection tools.
- Experience working with education programs or academic outcome assessments preferred.
- Strong analytical, facilitation, and documentation skills.
