 TOR 1- Network Consultant – Non-Financial Services Specialist (Women MSMEs, Nigeria-Based)
Role Overview Value for Women is seeking a Nigeria-based Non-Financial Services (NFS) Specialist to support the design and implementation of structured non-financial services for women-owned and women-led MSMEs under the Women Entrepreneurship Support Program (WESP) with a local Nigeria DFI and participating financial institutions (PFIs). The consultant will be named in the proposal and will provide embedded technical support under the leadership of Value for Women. Key Responsibilities
● Design a structured WMSME capacity-building framework aligned to WESP objectives
● Develop financial literacy and business development training curricula
● Design a train-the-trainer model for DFI and PFIs
● Map and vet ecosystem partners (BDS providers, women’s associations, fintechs)
● Support rollout and implementation of training modules
● Contribute to awareness sessions and technical seminars where required

Required Profile
● 8–10+ years of experience in business development services or MSME advisory
● Demonstrated experience designing financial literacy or enterprise training curricula
● Experience working with Nigerian financial institutions or MSME-focused programmes
● Strong knowledge of Nigeria’s women MSME ecosystem
● Ability to work independently within a deliverables-based framework
● Added advantage: knowledge on the financial products and financial service design Nigeria-based candidates required. Preference will be given to candidates demonstrating:
● Strong local ecosystem credibility
● Financial sector experience
● Practical experience linking non-financial services to improved access to finance

 ToR 2: Network Consultant – Monitoring and Evaluation Specialist (Development Finance, Nigeria-Based)
Role Overview

Value for Women is seeking a Nigeria-based Monitoring and Evaluation (M&E) Specialist to provide embedded technical support in strengthening a local DFI’s Monitoring and Evaluation framework and conducting midline and endline evaluations under the Women Entrepreneurship Support Program (WESP). The consultant will be named in the proposal and will work under the technical leadership of Value for Women.

Key Responsibilities
● Assess and strengthen the DFI’s M&E framework aligned to development finance standards
● Support integration of gender and 2X criteria into monitoring systems
● Develop and refine sex-disaggregated reporting tools
● Support alignment of the DFI- and PFI-level reporting
● Support design and conduct midline and endline programme evaluations
● Produce structured evaluation reports with actionable recommendations

 Required Profile

● Minimum 8 years of experience in M&E within development finance or financial inclusion programmes 
● Demonstrated experience designing institutional M&E frameworks 
● Experience conducting midline and endline evaluations for multi-year TA programmes 
● Familiarity with DFI reporting requirements and gender-disaggregated data systems 
● Experience working with Nigerian financial institutions preferred Nigeria-based candidates required. Preference will be given to candidates demonstrating: ● Strong evaluation rigour 
● Financial sector experience 
● Practical understanding of development finance reporting
