Detailed Tasks and/or Expected Output
The Expert will report to the PMU Head and work closely with the Hygiene Awareness and Education Expert (international). The responsibilities of the Community Engagement and Gender Expert will include, but not be limited to, the tasks listed below.
(i) supporting all implementing agencies in community consultations to foster community understanding and support for the ensuing project;
(ii) supporting all implementing agencies to ensure gender and social inclusion considerations are included in the design, monitoring, and implementation of all project activities and communications;
(iii) organizing and attending community meetings and helping facilitate during meetings, as needed;
(iv) providing advice to implementing agencies and consultants to ensure that women, youth and marginalized groups are being reached with project communications and consultations;
(v) reviewing consultants’ outputs related to community, gender and social components and ensuring that consulting services, costs and benefits through the project for women and communities are clearly identified;
(vi) working closely with the hygiene awareness and education specialist (international);
(vii) supporting the PMU to coordinate and ensure continued interaction with civil society
organizations, non-governmental organizations, women’s groups and other community groups on project scope and reforms;
(viii) supporting the PMU and consultants with pretesting and production of communication materials;
(ix) Identifying and regularly monitoring community related issues and risks with an impact on
successful PRF implementation;
(x) Providing inputs to monthly, quarterly, and annual progress reports (including minutes of meetings) consolidated by the PMU Head;
(xi) Participating in ADB review missions; and
(xii) Other related tasks as identified and required by the PMU Head related to the scope of work described above.

Minimum Qualification Requirements
The qualifications and experience are listed below:
(i) a university degree is preferred;
(ii) at least 7 years’ general professional experience;
(iii) at least 4 years’ experience in community engagement and outreach or project management; and
(iv) experience with bilateral or multilateral projects is preferred;
This position is based in Nauru and can be upgraded to full-time as the assignment progresses depending on the project need.
