ECOM — the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity — is a regional association whose mission is to support the development of national LGBT communities and their activism, as well as to promote the human rights, health, and social well-being of people of gender and sexual diversity in Eastern Europe and Central Asia.

Together with other regional community networks (EHRA, EWNA, and SWAN), ECOM is implementing the project "RESILIENT Communities & Securing Civic Space for HIV Response in EECA ." The project aims to increase the resilience and strengthen the advocacy capacity of community-led organizations and initiatives in the EECA region to prevent and mitigate regulatory challenges that threaten the rights of people living with HIV and key populations—people who use drugs, LGBT people, and sex workers. The initiative supports key communities and civil society organizations in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, and Uzbekistan.

ECOM is seeking a consultant or team of consultants to develop and deliver an interactive online training on strengthening the resilience of civil society organizations through scenario planning and crisis response, including communications, crisis strategies, strategic management, and planning under uncertainty.

The training will help national and local organizations strengthen crisis preparedness, increase strategic adaptability, and identify priority needs for further technical support or small financial assistance.

Tasks:
  • To conduct a brief contextual analysis of the key risks and challenges affecting civil society organizations operating in the context of shrinking civic space in the project countries.
  • Develop a detailed training concept and program, including:
    • scenario planning under conditions of uncertainty;
    • crisis response, anti-crisis decision-making and ensuring operational continuity;
    • crisis communications and risk management;
    • organization security.
  • Prepare all necessary training materials, including presentations, case scenarios, and practical tools for participants.
  • Conduct one interactive online training session, ensuring active participation through discussions, exercises, and case-based learning.
  • During the training, facilitate the identification and documentation of priority needs of participating organizations and the identification of thematic areas for subsequent support through technical assistance and/or mini-grants.
  • Prepare a brief final report on the training results, summarizing key discussions, identified needs, and thematic areas.

Expected results and performance evaluation:
The consultant or team of consultants must provide:
  • the finalized training program and methodology agreed upon with the ECOM, and conduct the training itself;
  • a structured list of thematic areas for which participating organizations can apply for technical support or mini-grants;
  • final brief report.

Qualifications and experience of the consultant(s) or team of consultants
  • proven experience working with civil society organizations focusing on key populations;
  • proven expertise in scenario planning, crisis management and/or strategic planning under conditions of uncertainty;
  • experience in conducting online trainings;
  • fluent in Russian and English;
  • Understanding the context of shrinking civic space and crisis conditions for CSOs in the EECA region.
