SUMMARY
The Compliance Consultant will be responsible for establishing the systems, processes, partnerships, and governance structures necessary for effective, compliant implementation of our new bilateral donor funded programme based in East Africa. During the inception phase of this new programme, the Consultant will collaborate with CHOICE staff on conducting organizational assessments and strengthening the internal systems, policies and workplans of both CHOICE and our country partners. The Consultant will also ensure compliance of programmatic parties with donor requirements and establish robust partnerships between the different actors. The Compliance Consultant will work closely with the Programme Lead and Executive Director to set up this new programme and support mainly the Youth Leadership and Programme Advisors.
Essential Responsibilities
The contractor shall be bound by a result obligation, whereby the succesful and timely completion of the agreed-upon deliverables is mandatory. The deliverables are as follows: Process deliverables: This is the support the consultant will provide to CHOICE:
• Initiate and carry out programmatic compliance with internationally based partners;
• Support CHOICE to draft partnership agreements that are compliant with Dutch laws and regulations and to the frameworks of the Dutch Ministry of Foreign Affairs;
• Work closely with Finance to support financial oversight of partners’ financial compliance and workplan budgets
Product deliverables:
These are the expected deliverables:
• Review CHOICE’s internal systems and identify what needs to be updated to meet Donor requirements (e.g., PMEL, financial procedures, compliance checklists, safeguarding processes).
• Conduct Organizational Capacity Assessments (OCA), in collaboration with programmatic staff;
• Draft OCA reports that clearly outline strengths, gaps, and recommendations;
• Facilitate collaborative review and validation of the Theory of Change;
• Support partners in developing their country workplans and budgets, in collaboration with programmatic staff;
• Ensure compliance with SEAH and integrity principles for the programme;
PROFILE
• Bachelors (University) or Masters degree in a relevant field OR at least 5 years of relevant work experience (including volunteer work, internships, and/or paid work)
• Experience working with (young) people from diverse backgrounds and countries/contexts
• Demonstrable experience working with budgeting and financial management;
• Experience in the processes for initiating/setting up programs.
• Fluent in English;
• Support CHOICE’s mission, vision, and values;
• Knowledge of the international development sector and social and political contexts within the Netherlands and in the areas where we work;
• Experience with donor compliance
• Knowledge of the auditing process in the Netherlands.
