Background and Context
CARE International UK (CIUK) is committed to living our organisational values and Feminist Leadership Principles (FLPs) in how we work, lead, make decisions, and relate to one another. We recognise that values and principles are only meaningful when they are clearly understood, shared, and actively practised across the organisation. We are seeking an experienced Consultant to create a behavioural competency framework that articulates what it looks like in practice to live our values and FLPs in a practical way (that can be embedded in Job Descriptions (JDs) and staff workplans, and used in performance management and staff development).
Scope of Work The Consultant will be expected to:
1. Discovery and Understanding
• Review relevant organisational documentation (e.g. values, FLPs, strategy, people policies)
• Develop a strong understanding of the organisational context, culture, and aspirations
• Work collaboratively with a nominated internal lead or project group
2. Framework Development
• Create a behavioural competency framework that:
- o Is values- and FLP-led
- o Uses clear, plain language
- o Describes behaviours in a practical way that can be easily embedded at an organisation-wide level
- o Avoids excessive detail but shows different level of accountability and responsibility
- o Is usable by both managers and staff
• Support testing and refinement of the framework with stakeholders
4. Implementation Roadmap
• Develop a clear and practical implementation roadmap that:
o Outlines clear realistic steps for introducing and embedding the framework
o Identifies how it applies to ways of working, job descriptions; performance management; staff development
o Considers change management, communication, and engagement needs
o Aligns with Feminist Leadership Principles by supporting shared ownership o Is proportionate and avoids unnecessary bureaucracy
5. Final Outputs and Handover
• Produce a final agreed framework
• Provide tools and guidance (as above) to apply framework to staff management and to support culture
• Deliver the implementation roadmap
• Support internal ownership through light touch coaching support to the HR team to implement both the framework and roadmap

About you
We are looking for a Consultant with:
- Demonstrable experience developing values-based and feminist leadership competency frameworks
- Experience, skills and evidence developing a framework and tools that support practical application in the real world with limited resources
- Experience working with charities and/or INGOs
- Experience confidently navigating diverse stakeholders and thriving in dynamic organisational environments
- The ability to work in a way that is aligned with our values and Feminist Leadership Principles.
