Gender-based violence (GBV)
 Background The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018Nobel Peace Prize laureates. Its mission is to enhance access to reparations and other forms of redress for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. It also advocates for duty bearers, the international community and governments to develop reparations programmes, while guiding states and civil society by offering expertise and technical support in developing such initiatives GSF’s survivor-centric approach is the cornerstone of its work.

Consultant’s responsibilities
Technical

• Provide technical support on the activities included in the Colombia programme, aimed at strengthening the effective guarantee of the right to reparation in alignment with international human rights standards, particularly regarding to the right to reparation for conflict related sexual and reproductive violence;
• Assist in the implementation of a bottom-up and survivor-centred approach in the technical analysis and project implementation, ensuring that local contexts, community dynamics, and victims’ perspectives meaningfully inform project priorities, strategies, and outputs;
• Provide input on the legal, institutional and public policy framework in Colombia related to comprehensive reparation with a focus on conflict-related sexual and reproductive violence;
• Compile and organise information on experiences, lessons learned, and emerging practices related to the implementation of the right to reparation for victims of sexual and reproductive violence in Colombia;
• Follow up on technical and operational agreements with partners, stakeholders and tracking commitments, timelines and agreed actions as well as flagging implementation issues to the Project Coordinator as appropriate.

Operational
• Organise and document meetings, workshops, and project-related activities, ensuring appropriate follow-up on agreed actions;
• Facilitate engagement and information flow with institutions, civil society organizations, victims’ organisations and other key stakeholders;
• Participate in internal coordination meetings, briefings and planning sessions with relevant internal teams at the country, regional and headquarters levels;

Consultancy requirements
• A degree in Social Sciences and postgraduate degree in international human rights or humanitarian law, or any related equivalent studies including in gender, transitional justice, peacebuilding or conflict resolution; 
• At least 3 years of relevant professional experience working on human rights, humanitarian law and conflict-related seuxal violence, reparations, and/or transitional justice, including key exposure to academic work and publications as well as direct work with survivors ;
• Full proficiency in English and Spanish; 
• Experience interacting working with survivors and survivor organisations, including participatory and survivor-centered approaches. 
• Knowledge of the transitional justice framework as set out in Colombia’s Peace Agreement, the Victims and Land Restitution Law, including in relation to the scope and competences of the JEP; 
• Strong attention to detail and rigour; 
• Ability to work independently and to deliver under tight deadlines
