The Purpose of the End Term Evaluation: FAWE is committed to fostering accountability and learning among communities, stakeholders, and donors. This aims to document the impact of FAWE’s models and key interventions integrated in the implementation of the Mastercard Foundation Scholars and Higher Education Access Programs in Uganda, Rwanda and Ethiopia.

Scope of the Evaluation
The end term evaluation of the models and key interventions will be conducted in Uganda, Rwanda and Ethiopia, focusing on their integration in the implementation of FAWE- Mastercard Foundation Scholars and Higher Education Access Programs. For each model and intervention, it will involve establishing the impact, efficiency, effectiveness, sustainability, lessons learnt and generating evidence for their implementation. It will also document adaptation that are required for an impactful model and intervention at scale. The exercise will also highlight lessons and challenges in the implementation of each model and interventions. For Higher Education Access Certificate, the process will also involve engaging with the stakeholders to document its journey for a successful implementation in Uganda to guide scaling in other countries. Further, the findings will inform development of policy briefs to support advocacy efforts in conferences and regional spaces in Uganda, Ethiopia, Rwanda and across the continent.

The FAWE models to be evaluated include Gender Responsive Pedagogy, Tuseme, Higher Education Access Certificate, and the Extended Orientation Program. In addition, the following interventions will be evaluated and their impact document, scholarship Entrepreneurship and Financial Support, mentorship, career guidance and counselling, mental health support, Give back, among other interventions. The exercise is expected to capture contributions to community development and system changes in the three countries.'

Required Qualifications and Competencies of the Consulting Firm
For the purposes of this assignment, the selected firm must demonstrate extensive experience and technical expertise in impact evaluation of programs and education interventions, system change, able to access information and familiar with context. The evaluation team should meet the following minimum qualifications and competencies:
Team leaders should possess at least master’s in social sciences, gender, education, research methods, statistics or relevant field.
Extensive experience in conducting Impact evaluations, with a strong track record in designing and implementing mixed-methods studies, including tool development and advanced data analysis. 
Strong understanding of the education landscapes and socio-cultural contexts of Uganda, Ethiopia, and Rwanda, particularly in relation to gender, education, sexual and gender-based violence (SGBV), humanitarian principles, and protection risks.
A minimum of five years’ experience conducting evaluations and documenting best practices in the fields of gender and education, particularly at the foundational or secondary level.
Competent in designing and use of technology for data collection, analysis and presentation.
Excellent analytical skills (both qualitative and quantitative), with a proven ability to produce high-quality written reports and presentations in fluent English.
