Objectives and general characteristics of the position:
CEFA will implement the AICS-funded emergency project “ GROW – Gender-Responsive Opportunities for Water access, livelihood recovery and climate resilience for the vulnerable communities in West Pokot county – AID 12999/01/2” . The Project aims to address humanitarian needs and strengthen the resilience of vulnerable communities in West Pokot, with a focus on inclusive WASH services, sustainable agro-pastoral practices, women's empowerment, and anticipatory actions to mitigate climate-related risks.
Detailed assignments:
- Leading the planning, implementation, and overall monitoring of the project, ensuring the achievement of results and consistency with the logical framework, consortium priorities and donor guidelines.
- Developing and updating the action plan, the MEAL plan and the indicator matrix. Ensuring high-quality monitoring and evaluation systems, including lessons learned analyses, case studies and strategic recommendations.
- Reviewing, testing and supervising work plans for the project components (WASH, Agriculture and Food Security, DRR), ensuring technical quality, sustainability and overall project coherence.
- Maintaining continuous relations with the donor (AICS Nairobi), ensuring transparent and timely communication.
- Supervising the preparation and submission of periodic narrative and financial reports, ensuring compliance with rules, procedures and deadlines.
- Leading and facilitating collaboration with local and institutional partners and stakeholders; ensuring regular dialogue with government authorities, local institutions, development agencies and other strategic stakeholders involved in project implementation.
- Officially representing the project in coordination meetings, technical working groups and thematic networks at county level.
- Overseeing the financial, administrative and logistical management of the project, including: the preparation of financial plans, budget and expenditure control; the supervision of procurement procedures.
- Supervising the entire HR cycle of the project: definition of organizational charts, preparation and updating of Terms of Reference, recruitment and interviews, drafting and signing of contracts, onboarding and supervision of staff, periodic performance appraisals, professional development plans and management of any disciplinary procedures.
Requirements:
- Bachelor's/master's degree in International Cooperation, International Law, Engineering, Agriculture or related fields.
- At least 4 years of experience as a Project Coordinator or Technical Coordinator. Previous experience working in Kenya, in ASAL areas and emergency contexts and in management of AICS-funded projects is a strong asset.
- Good technical knowledge in the fields of food security, agriculture and/or WASH.
- Valid driver's license and proven driving experience in contexts similar to Kenya.
- Excellent command of spoken and written English.
- Strong knowledge of Project Cycle Management (PCM).
- Excellent proficiency in Microsoft Office.
- Strong attention to detail, with the ability to work accurately and consistently.
- Excellent problem-solving skills, with the ability to identify challenges and implement effective solutions.
- Strong teamwork orientation, with the ability to collaborate constructively and foster a positive, goal-oriented working environment.
- Solid analytical skills, with the ability to collect, analyze, and synthesize information to support decision-making.
