 Description of the project
ARTSI aims to design and operationalize a global grant mechanism that supports the reform of subsidies harmful to nature while scaling positive incentives for biodiversity and climate outcomes. The project includes three pilot countries—Colombia, Fiji, and the Philippines— where models of incentive reform will be tested, alongside a co‑design process, knowledge management system, and gender‑sensitive monitoring framework. The initiative aligns with GEF Goal 8.1 to reform environmentally harmful subsidies and advance Target 18 under the Kunming‑Montreal Global Biodiversity Framework.

Support the effective functioning of the Accountability and Grievance Mechanism (AGM), ensuring accessibility and responsiveness to women, Indigenous Peoples, and vulnerable groups.
• Develop and deliver training modules and materials on gender equality, safeguards, and inclusive stakeholder engagement for PMU staff, pilot teams, and implementing partners.
• Provide advisory inputs to the knowledge management and learning system to ensure gender-responsive knowledge generation and sharing, contribute to the Knowledge Management and Community of Practice Plans, and ensure gender and social inclusion considerations are mainstreamed in learning events, training, and communications.
• Provide technical assistance for pilot activities in Colombia, Fiji, and the Philippines to adaptively manage recognized risks, identified in previous contract.
