PopulationCouncil Consulting (PCC) is seeking a Senior Technical Specialist to provide high-quality technical expertise for advancing the portfolio of Council’s work around Gender, Livelihood and Women’s Economic Empowerment, ensuring effective and impactful project implementation. The specialist will support the development of robust Monitoring, Learning, and Evaluation (MLE) frameworks, evidence systems, learning platforms, and program monitoring tools. The role requires a seasoned professional with deep thematic expertise, strong grounding in MLE approaches, and familiarity with organizations working in gender, livelihood and economic empowerment domains. The Specialist will contribute to PCC’s thought leadership, strengthen internal and partner capacities, and ensure high-quality analytical and knowledge outputs.
QUALIFICATIONS & EXPERIENCE
Master’s degree (or higher) in Social Sciences, Gender Studies, Economics, Development Studies, or a related field.
Minimum 10 years of professional experience in the development sector. Demonstrated experience in women’s empowerment, gender, and livelihoods programs.
Strong expertise and experience in MLE approaches. Proven ability to design MLE tools, indicators, theories of change, and evidence systems.
Demonstrated experience working with/supporting grassroots implementing organizations in India.
Excellent analytical and writing skills, with experience of synthesizing complex information.
Strong stakeholder management and facilitation capabilities.
