Position Summary
The Asia Foundation seeks a dynamic and experienced leader to serve as country
representative for Timor-Leste, based in Dili. This is the senior-most position in-country, responsible for strategic direction and oversight of programs, partnerships, and operations in alignment with organizational priorities and policies.
The country representative oversees all aspects of TAF’s work in Timor-Leste: from program development and implementation to monitoring, evaluation, and reporting. The role cultivates strong relationships with government, donors, civil society, and diplomatic partners, and drives new opportunities for collaboration and resource mobilization. The position also oversees financial and grant management, operations, and staff development, fostering a culture of excellence, accountability, and inclusion. The country representative reports to the chief of operations for Asia and the Pacific.

Key Responsibilities
- Lead and implement an integrated country strategy aligned with TAF priorities.
- Oversee program design, implementation, monitoring, evaluation, and reporting to ensure quality, impact, and compliance.
- Develop and maintain strategic partnerships with government agencies, donors, diplomatic missions, and development partners.
- Drive resource mobilization and diversify funding sources through proactive proposal development and donor relations.
- Ensure effective office operations, financial accountability, and compliance with TAF policies and host-country regulations.
- Oversee recruitment, supervision, and development of staff to foster collaboration, learning, and performance excellence.
- Safeguard staff wellbeing and ensure compliance with ethics, safeguarding, and safety standards.
- Represent TAF publicly to strengthen visibility, credibility, and influence across the region.
Qualifications
Required
- Master’s degree in international development, public policy, political science, economics, or a related field.
- Minimum 10 years of progressive experience in international development, international policy, or related fields, ideally in Asia or the Pacific.
- Strong understanding of Timor-Leste’s political, social, and economic context.
- Proven leadership in program management, team supervision, and stakeholder engagement.
- Excellent analytical, communication, and interpersonal skills; fluency in English.
- Demonstrated ability to translate complex issues into clear, actionable insights for multiple audiences.
- Strong track record of working effectively at policy level and building trust with government, industry, and civil society partners.
Preferred
- Ability to communicate in Portuguese and/or Tetum.
- Experience working with multilateral or bilateral organizations or international NGOs.
