ASTRA Network is Hiring: External Evaluator

🔵 Location: Remote, with possible travel in CEE/CA
🔵 Contract type: Short-term consultancy
🔵 Duration: January–April 2026
🔵 Remuneration: Competitive; to be confirmed with the selected candidate

ASTRA Network, a regional alliance of 40+ organizations from 20 countries in Central and Eastern Europe and Central Asia, is seeking an experienced External Evaluator for its regional SRHR advocacy and capacity-building program. ASTRA is hosted by the Foundation for Women and Family Planning (FEDERA) in Warsaw, Poland.

The evaluation will examine:
🔹 Relevance, effectiveness, impact, and sustainability of the program
🔹 Gender-responsiveness and intersectionality
🔹 Strengthening of member organizations and regional solidarity
🔹 ASTRA’s role in shaping SRHR policy and discourse
🔹 Recommendations for the next strategic cycle

The evaluation must follow a participatory, gender-sensitive, and inclusive approach.

Key Tasks:
➤ Develop an evaluation approach and work plan in consultation with ASTRA
➤ Review key programme documents
➤ Gather evidence from ASTRA members and stakeholders
➤ Prepare final evaluation deliverables

Required Qualifications:
✔️ Proven experience evaluating international, multi-country, or network-based programs
✔️ Strong expertise in SRHR, gender equality, and human rights
✔️ Knowledge of CEE/CA political and social contexts
✔️ Experience with advocacy, capacity-building, and intersectional/gender analysis
✔️ Excellent analytical and English report-writing skills
✔️ Commitment to ethical, confidential, and inclusive research practices

Desirable Qualifications:
🔸 Knowledge of Russian or another regional language
🔸 Familiarity with participatory MEAL frameworks
🔸 Strong qualitative and participatory research skills
🔸 Institutional affiliation within an organization or company is an asset
