Background & Rationale
As the UK Government shifts from a traditional ‘donor’ model to an ‘investor’ approach - with more emphasis on multilateral and private finance - CIUK wants to provide a policy positioning paper that looks at the future of development from the lens of those fighting for gender equality in the global south, and the risks and opportunities this presents for Governments shaping their policies.

The research and delivery of this report should be led by an individual or organisation from the Global South to ensure that its recommendations are grounded in the lived realities of those operating in this evolving development context and the communities it impacts.

 Objectives of the Research
·        Analyse current trends shaping the future of development and foreign policy through a gender equality lens.
·        Explore evidence-based scenarios for how gender equality could evolve in a ‘beyond ODA’ world.
·        Identify opportunities to influence international reform agendas to better serve gender justice.
 
 Scope of Work
1.        Literature/policy review including analysis of current trends in aid flows, changes in the development landscape, emerging new constraints or enablers of gender equality.
2.        KIIs/consultation groups with 20-30 stakeholders incl. policymakers (Global south and north – including UK), feminist leaders – spanning economics, development, foreign policy and civil society actors.

3.        Case studies from global south contexts which showcase potential directions of travel/promising models for achieving gender equality within global development and foreign policy
4.        Development of policy options for elevating gender equality ‘beyond ODA’ within foreign/security/economic framing.[DS1]
