Background and Organizational Context
UNDP remains firm in its commitment to accompany the Government of Mozambique in its development journey by investing in youth and women empowerment initiatives (skills development, employment promotion, and supporting entrepreneurship), promoting renewable energy, building state capability, disaster response, lobbying for biodiversity investments, and driving innovation.
Positions Purpose
Under the direct supervision of the Resident Representative and in close collaboration and consultation with the Deputy Resident Representative (Programme), the Programme Analyst – Gender & Diversity will provide substantive advice in the mainstreaming of gender equality and women’s empowerment within the CO as well as the inclusion of other vulnerable groups.
The Incumbent coordinates policy development, capacity development, and strategic planning for new programme areas while ensuring consistency of CPD priorities together with the advancement of strategic partnerships and resource mobilization and expansion of the country portfolio.
S/he works in close collaboration with other policy and programme portfolios and the Operations Team to ensure a collaborative and harmonized joint UNDP programme. Cross-cutting coordination with CO Communications, Gender and other relevant experts will be required to increase the impact of the development interventions.
The Programme Analyst – Gender & Diversity provides substantive oversight of programme/ portfolio management, accountability, as it relates to gender and inclusion considerations. S/he assists in the effective application of RBM tools with a gender sensitive lens, including on the establishment of performance indicators, targets and milestones, and monitoring achievement of results, including from the gender equality perspective, capturing lessons learnt during the project implementation;
The incumbent works in close collaboration with Gender and Inclusion focal points in the Regional Hub, UNDP HQ, staff from other UN Agencies and national partners from the Government, civil society, and donors through multilateral and/or bilateral arrangements
Incumbent is expected to display managerial innovation, initiative, and a strong client orientation that encourages and rewards excellence in programme delivery and implementation. S/he might be required to undertake emerging tasks and additional duties as requested by senior management.
Required Skills and Experience
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required; or
- A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation and gender mainstreaming of development portfolios and projects;
- Progressively responsible experience in international development organizations, bilateral development agencies and/or international NGOs;
- Proven ability to work effectively in multi-disciplinary and multi-cultural teams;.
- Fluency in English is required.
- Fluency in the national language of the duty station (Portuguese) is required for local staff.
