1. Background
The Queer Feminist Fund (QFF) is a sister project of the Asia Feminist LBQ Network (AFLN) that seeks to increase funding support for LGBTIQ+ movements in Asia. The founding of the QFF builds off of the findings and recommendations from AFLN's research report, "Where's The Support for LBQ+ Movements? Mapping Funding Landscapes in Asia and the Pacific for LBQ Movements" (report link, 5 Nov 2025). The QFF is newly registered in Canada, and is seeking one or more strategic planning consultants to help guide the development of its mission, vision, theory of transformation, and 3-year strategic plan as a startup organization.
2. Objectives and Scope of Work
The core objective is to finalize the guiding framework of the Queer Feminist Fund for its first year of operation in 2026, including its mission, vision, and theory of transformation. As part of the strategic plan development, the consultant is expected to support the QFF team in understanding, selecting, and designing feminist grantmaking mechanisms that are most appropriate for its funding objectives and regional context.
Since the QFF is still in its initial recruitment phase, additional staff and consultants may be added throughout the year. The QFF team will be composed of a mix of activists and philanthropic professionals. A secondary objective is to identify resources to train new QFF team members on grantmaking 101, as well as share best practices from the field.
The engagement is expected to be fully remote. The consultancy will be supervised by the Executive Director of the QFF.

- Note: The overall budget and scope of deliverables will be adjusted to reflect the relevant qualifications and profile of the selected consultant.
- Design a brainstorm process to develop a mission, vision, and theory of transformation with the QFF team and relevant stakeholders
- Develop a strategic planning process to assess and select appropriate grantmakina mechanisms with the QFF team
- Draft recommendation for implementing and operationalizing grantmaking programs
- If applicable: identify training resources or design training orientation for new QFF team members on grantmaking 101.
6. Qualifications
- Experience with activist and/or feminist funds, as a grantmaker or consultant
- Experience leading strategic planning processes
- Familiarity with feminist funding mechanisms
- Knowledge of queer feminist movements and/or funding dynamics in the Asia region preferred.
