Key Responsibilities
Perform the following duties under the prioritization, supervision, and direction of the Head of Department, CRG and in collaboration with the Deputy Head, and other teams and departments across the Secretariat:
  • Management: Build and develop an effective team, acting as line manager for the Senior Advisors in the Cluster and providing guidance and support to all advisors as needed. They represent the Cluster on the CRG Management team and coordinate the Cluster’s operational progress, including but not limited to reporting, training, country assessments. Foster an environment of strong collaboration within the Cluster, between clusters and with the investment support team
  • Coordination: Accountable for coordination between clusters – they work with the Thematic Cluster Manager, Key Populations, Community Engagement and Responses to align and harmonize workplans and priorities and coordinate and manage the interrelationships with other secretariat departments. They are responsible for coordinating cyclical processes such as operational launch planning, allocation cycle preparations and strategy development as they relate to the thematic areas within their cluster.   They inform normative guidance and implementation tools, coordinating expert advice from civil society and community organizations, and bilateral and multilateral partners.
  • Risk: Coordinate risk-related work within the cluster, ensuring that responsibilities are clearly defined and that the investment support manager and senior advisors work together effectively.
  • Policy and Strategy: Support/coordinate engagement of the senior technical advisors in Global Fund related policy and strategy related processes for the thematic areas within the cluster.
  • Process management: Act as responsible owner under relevant due diligence processes, including sign off for KPI reporting, Organizational Risk Register, data analysis and dissemination, communications etc, as relevant to their cluster.
  • Priority setting: Responsible for the strategic development and oversight of the consolidated cluster workplan and priorities, they coordinate across the thematic areas within the cluster and facilitate alignment.
  • Technical Leadership: Support the development and implementation of a strategic vision for, and technical guidance on, the cluster’s thematic areas, in alignment with the Global Fund Strategy
  • Investment support: Lead in the development and coordination of an approach to the provision of technical support for investments by the Cluster’s thematic experts, as needed
  • Reporting: Lead on timely, accurate and concise reporting. for monitoring evaluation and learning including relevant key performance indicators, analyses and evaluations
  • Partnerships: Manage relationships with key partnership organizations for thematic areas within their cluster, as delegated by the Head of the department. Available to travel and represent the Global Fund in high level political and technical fora as required

Qualifications
Essential:
  • A post-graduate university degree or equivalent in public health, social sciences, international development/relations or public health
  • Expert people manager with at least 7 years management experience
  • Strong ability to prioritize, pay attention to detail, and make decisions
  • Excellent program management and coordination skills.
  • Knowledge of human rights, gender, and health equity in relation to HIV, TB, and Malaria
