ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.
Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.


Responsibilities and Tasks:
 Integrate GEDSI principles by identifying and addressing the needs of marginalized groups throughout the project.
 Advocate for policies that incorporate GEDSI into climate adaptation.
 Review existing relevant GEDSI analyses for Thailand and conduct additional analyses as needed for the project and by the GCF national designated authority.
 Collect data and information on the impact of climate change on different social groups and integrate the findings into project activity planning and outputs.
 Design approaches for gender-responsive and inclusive stakeholder engagement.
 Integrate GEDSI into all project interventions and the pipeline of future projects, including but not limited to, ensuring equal participation of marginalized population in decision-making processes; empowering the marginalized population through capacity- building and access to resources; and supporting the marginalized population's financial activities and access to climate-smart technologies.
 Work with the project manager and the M&E Specialist to develop gender-sensitive indicators.
 Advise the project manager in allocating dedicated resources and activities to address specific needs and vulnerabilities of the different population groups and support their participation in the decision-making process.
 Advise the project manager and the project team in ensuring that the project is implemented in accordance with the applicable requirements of GCF’s Gender Policies.
 Collaborate with women's organizations and GEDSI experts.
 Help ensure gender-responsive budgeting and tracking of resource allocation to address the needs of both men and women.
 Deliver training sessions on gender/GEDSI mainstreaming and gender-responsive budgeting in climate change adaptation efforts to the project team and the external
stakeholders.

Qualifications:
The Consultant is expected to possess the following qualifications.
 Minimum 5 years of professional experience integrating gender equality, disability, and social inclusion into programs and policies.
 Strong understanding of international GEDSI frameworks, and their application to climate adaptation and resilience efforts in Thailand.
 At least a Bachelor’s degree in social science, gender studies climate/environmental policy, public policy, governance, business administration, political science. A Master’s degree in the area related to GEDSI is preferred.
 Demonstrated working experience or engagement with Thai Government agencies will be considered favorably.
 Fluency in Thai (reading, writing, and speaking) will be considered favorably.
 Strong English communication skill is required.
 Proven experience of working in a diverse and multicultural environment is preferred.
 Proven ability to work with tight deadlines and flexibility is preferred.
 Strong interpersonal skills are desirable.
