  Job Description
Estimated Duration: 01-Dec-2025 to 31-Dec-2028 (Extendable)
Scope of Work
The Consultant will oversee the implementation and monitoring of the Gender Action Plan (GAP) and all other gender-related activities under the project. The Consultant will ensure timely implementation of project activities in coordination with PMU consultants, consulting and non-consulting service providers, and in compliance with the requirements of ADB and the Kingdom of Tonga.
Detailed Tasks and/or Expected Output
The Consultant’s responsibilities include but are not limited to the following:
- Undertake a gender survey and assessment of beneficiaries of aged care centers and caregivers to ensure their needs and demands are reflected in the services and programs provided.
 
- Support the implementation of Output 3 activities related to gender aspects, including the Gender Equity and Awareness Program, in close coordination with the Gender/GBV Specialist.
 
- Assist the international Gender/GBV Specialist in designing and implementing the Gender Equity Awareness Program, providing inputs and support to engage stakeholders, reviewing relevant policies and documents, preparing a GBV prevention strategy, disseminating findings, and performing related tasks.
 
- Contribute to stakeholder analysis and provide inputs to the communication strategy and consultation plan to ensure effective, gender-responsive stakeholder engagement during implementation.
 
- Ensure effective and timely implementation of the Gender Action Plan, including conducting training, capacity building, and raising issues requiring government and ADB attention in collaboration with the Gender/GBV Specialist.
 
- Prepare the Gender Action Plan monitoring report, including sex- and disability-disaggregated data, and contribute to quarterly progress, safeguards, and completion reports, as well as any other gender reports requested by ADB or the government.
 
- Monitor other consultants’ and contractors’ compliance with their GAP responsibilities.
 
- Support the senior community coordinator in developing measures to inform and encourage older women to access aged care services and programs.
 
- Assist with community consultations, awareness campaigns, and media activities to encourage male participation in the caregiving profession.
 
- Provide gender-related inputs to project documents as needed, including bidding documents, CEMP, EIA, GAP, GRM, and Resettlement Plan.
 
- Undertake any other tasks necessary for the successful implementation of the project.
 
Minimum Qualification Requirements
- At least 5 years of demonstrated experience in gender and development.
 
- Experience with ADB-funded or other development partner projects is highly preferred.
 
- Strong knowledge of gender issues in Tonga, particularly related to older people, community resources, and gender programs for older people, including those with disabilities.
 
- A degree in social sciences or a related field is required.
