PROJECT BACKGROUND
Gender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGI’s Project Cycle Management. All staff have signed GGGI’s Code of Conduct and have been trained on GGGI’s GESI policies. GGGI has recently increased its GESI ambition in alignment with GGGI´s GESI Strategy for 2021 – 2025, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams. GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.
 

OBJECTIVES OF THE ASSIGNMENT
The objective of this consultancy is to support the integration of GESI throughout the sustainable finance activities in Ecuador under the GGGI-led UK-PACT Project. GGGI Ecuador is seeking a consultant to support the identification and engagement of key stakeholders and integrate GESI disaggregated data, standards, concepts, and considerations in stakeholders’ capacity building at the governance mechanism and taxonomy criteria.

Provide GESI standards, concepts, recommendations, and considerations to the Sustainable Finance Roundtable (SFR) protocols and tools.
Prepare and integrate GESI standards, concepts, criteria and considerations into training and capacity-building material.
Integrate GESI standards, concepts, criteria and considerations into the development of green project tools and in the Ecuador’s Green Taxonomy Roadmap.
 

SCOPE OF WORK - DELIVERABLES

The consultant will work in close collaboration with the GGGI Team in Ecuador on a daily rate basis, will support the achievement of the project's outcomes and outputs, and will lead the following activities:

1. Preliminary Diagnostic of Ecuador's sustainable finance landscape developed. 
2. Capacity Building of SFR Members in Sustainable Finance and GESI delivered. 
3. Strategic Governance Mechanism for the SFR and Working Group Roadmaps developed​.
4. Practical tool to identify and assess Green Projects for Resource Mobilization delivered. 
5. Multi-Stakeholder Facilitation of Ecuador’s Green Taxonomy Roadmap Implemented. 
6. Project Implementation support

EXPERTISE REQUIRED
Must be an Ecuadorian citizen or have permission to work legally in Ecuador.
Bachelor’s degree in Gender Studies, Anthropology, Sociology, Law, environment, Earth Sciences or Political Sciences.
Master’s degree in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Climate Change, Sustainable Development or related field.
At least five (5) years of relevant experience designing and implementing gender, equity, social inclusion (GESI) strategies, including  and learning tools, for sustainable development, climate change and/or climate finance projects and programs.
Proven experience working with governance mechanism development, identifying and engaging tools for diverse range of stakeholders, especially with the public sector.
Knowledge of Environmental and Social Safeguards standards, methodologies and systems applied to climate change or climate finance projects.
Proven experience in data management, technical documentation, and workshop methodologies.
Strong communication skills to support capacity building delivery with stakeholders
Proven experience working with development cooperation.
Advanced knowledge of spoken and written English.
Syntaxy and redaction proficiency.
