   Objective and Purpose of the Assignment
 The Gender and AI Specialist will assist the Gender Equality Division of the Climate Change and Sustainable Development Department (CCGE) in supporting the Office of the National Higher Education, Science, Research and Innovation Policy Council (NXPO) to conduct research on gender and social inclusion dimensions in AI-powered climate adaptation strategies in Thailand, with a focus on precision agriculture. This initiative seeks to address critical knowledge gaps in understanding how AI technologies impact gender equality and social inclusion, particularly among women farmers, youth, elderly farmers, and ethnic minority communities. The research, requested by NXPO, will contribute to Thailand’s climate resilience efforts by identifying barriers to equitable technology access and adoption, and by developing frameworks for inclusive AI deployment.
The assignment supports Thailand’s efforts to integrate AI into climate adaptation strategies while ensuring that vulnerable populations benefit equitably from technological advancements. Key milestones include mapping barriers to AI adoption, evaluating socioeconomic disparities, and proposing gender-responsive interventions to enhance access and participation.

Scope of Work
 The consultant, working with a national consultant, will undertake a comprehensive analysis of gender and social inclusion dimensions in AI-powered climate adaptation strategies for precision agriculture in Thailand. Key responsibilities include conducting a literature review and stakeholder mapping to identify barriers to equitable access and adoption of AI technologies among prioritized groups, including women farmers, youth, elderly farmers, and ethnic minority communities. The consultant will assess socioeconomic and structural challenges affecting technology transfer, including financial constraints, cultural factors, and digital literacy gaps.
Additionally, the consultant will evaluate the differential impacts of AI design and deployment on various social groups, with a focus on gender disparities in access, participation, and benefits. A diagnostic framework will be developed to analyze barriers and prioritize intervention areas based on feasibility and urgency. The consultant will collaborate with stakeholders to gather sex-disaggregated data, conduct participatory workshops to rank barriers, and identify solutions. Actionable
recommendations for policy makers, private sector and other stakeholders for gender-responsive AI deployment and inclusive technology transfer programs will be provided to ensure alignment with ADB’s operational priorities and Thailand’s climate adaptation goals.

Minimum Qualification Requirements
  The Consultant will possess the following expertise and qualifications:
• Advanced degree in gender studies, social sciences, agricultural sciences, or a related field;
• At least 10 years of experience in gender analysis, social inclusion research, and policy development, particularly in the context of climate adaptation and technology integration;
• Expertise in AI applications for agriculture, including precision farming and early warning systems;
• Strong skills in literature review, data collection, and analysis, with a focus on sex-disaggregated data;
• Demonstrated ability to engage with diverse stakeholders, including government agencies, rural communities, and technology providers;
• Experience in participatory research methods, workshop facilitation, and capacity building;
• Excellent written and verbal communication skills, with a track record of producing high-quality reports and knowledge products;
• Fluency in English
