Gender-based violence (GBV)
The Government of the Democratic Republic of Congo has requested and obtained from the World Bank support of 100 million US dollars to finance emergency works against erosion in Kananga, through a new Project called “Kananga Emergency and Urban Resilience Project” (PURUK).
The Kananga Urban Emergency and Resilience Project aims to protect homes and critical infrastructure affected by erosion in Kananga and to strengthen the capacity of the Government and local organizations in erosion management and climate-resilient urban planning.
To ensure a strong institutional framework for managing the Project, the Government of the DRC has established a Project Management Unit called “UG-PURUK” under the supervision of the Ministry of Urban Planning and Housing (MUH). This unit is responsible for coordinating all Project activities and will rely on qualified personnel with the required experience.
UG-PURUK intends to use Project funds to recruit an individual consultant for the position of Specialist in Prevention and Response to Gender-Based Violence (GBV), who will be permanently based in Kananga to support the execution of the Project’s mandate.
The GBV Prevention and Response Specialist reports to the PURUK Management Unit Coordinator and submits daily, monthly, quarterly, and annual activity reports for performance evaluation.
Services include ensuring that measures to prevent risks related to sexual exploitation, abuse, and harassment (SEA/HS) are incorporated into:
- The implementation of all Project activities.
- The preparation, supervision, and validation of environmental and social studies of the Project.
- The implementation of all provisions related to the prevention, mitigation, and response to SEA/HS incidents linked to the Project.
UG-PURUK invites eligible and interested individual consultants to express their interest in providing the services described above. Interested candidates must demonstrate their capacity and experience in delivering the required services.
Required profile:
- University degree (Bac +5) in human medicine, social sciences, law, or any related discipline.
- Proven experience in supervising activities related to the prevention and response to gender-based violence.
- Experience in conducting awareness campaigns on women’s rights and reproductive health based on Information, Education, and Communication for Behavior Change (IEC/CC) is an asset.
- Knowledge of guiding and ethical principles in working with GBV survivors and best practices in GBV prevention and response.
- Knowledge of national GBV legislation.
- Proficiency in French and strong writing skills.
- Good command of IT tools (word processing, spreadsheets, Internet, intranet, etc.).
The Consultant will be selected according to the Individual Consultant Selection method as described in Section 7 of the “Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF) from the World Bank” of July 2016, revised in November 2017, August 2018, November 2020, September 2023, and February 2025, in accordance with the criteria specified in these Terms of Reference.
Consultants are informed that the provisions of paragraphs 3.14, 3.16, and 3.17 of Section III of the “Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF) from the World Bank” (July 2016, revised September 2023) relating to the World Bank’s conflict of interest rules apply.
