BACKGROUND
The Government of the Republic of Côte d’Ivoire has received funding from the African Development Bank (AfDB) Group for the implementation of the national component of the REWARD project. The objective of the project is to strengthen food security and sovereignty in Côte d’Ivoire by promoting public and private investments in rice value chains.

The objective of the project is to strengthen food security and sovereignty in Côte d’Ivoire by promoting public and private investments in rice value chains.
To implement REWARD, a Project Coordination Team (PCT) will be established, responsible for coordination, control, and internal monitoring and evaluation of project activities. The project will be executed over a period of three years.
To operationalize the PCT, the Ministry of State, Ministry of Agriculture, Rural Development, and Food Crops intends to recruit an Individual Consultant Specialist in Social Safeguards and Gender. Reporting to the Project Coordinator and under the supervision of the Technical Operations Manager, the Social Safeguards and Gender Specialist will ensure the integration of social and gender dimensions into the project and compliance with relevant indicators. The Specialist will provide cross-cutting support to the Project Coordination Team in implementing various activities, ensuring the application of gender equality principles. Tasks will be carried out based on the project procedures manual and evaluation report.

Qualification and Education Level: /10
General Professional Experience: Minimum of five (5) years in environmental and social assessment and gender: /20
Specific Experience: Minimum of three (3) years as a social safeguards and gender specialist on projects, including Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plans (ESMP), implementation of mitigation measures, in development projects, particularly in agriculture, rural, or agro-industrial sectors co-financed by multilateral organizations such as AfDB, World Bank, or similar: /120
Specific experience in implementation, monitoring, evaluation, or audit of safeguard tools, ESMPs, and Resettlement Action Plans (RAP): /15
Knowledge of Intervention Areas: Knowledge of AfDB, World Bank, or similar safeguard systems: /15
Knowledge of national and international legal texts applicable to environmental and social safeguards: /10
