  The Contracts & Grants Officer leads strategic initiatives to ensure compliance with contractual and grant terms governing incoming funds and with Ipas policies and procedures. This role is central to supporting Ipas’s expanding portfolio of subawards and grants, which requires a seasoned professional with robust global experience in contracts, grants management, and capacity building. The role will be responsible for reviewing and negotiating award/grants agreement and contracts, ensuring efficient setup and maintenance of award data in Ipas’s award library and ERP system – Workday.
Primary Responsibilities:
- Review incoming and outgoing legal instruments and modifications (including award agreements, subaward agreements, pre-teaming agreements, teaming agreements, sub-contracts, etc.) and conduct regulatory research to ensure compliance with donor requirements, local laws, and Ipas policies.
- Oversee the setup, maintenance, modifications, and closeout of awards and projects in Ipas’s Enterprise Resource Planning system (Workday).
- Develop and deliver tailored training resources and materials to strengthen the capacity of global and local teams and relevant stakeholders across the network in contracts, grants, subgrants, and related compliance matters.
- Facilitate and coordinate handoff meetings to share relevant award information with implementing teams.
- Collaborate with program and procurement teams in negotiating contracts and subawards terms and conditions to ensure compliance and mitigate risks by providing advice on language and approach.
- Develop and implement strategies to address potential challenges and issues during the life cycle of contracts and grants.
- Explore opportunities for innovation in contracts and grants management processes, leveraging technology and best practices to enhance efficiency and effectiveness.
- Identify and implement process improvements to streamline workflows and balance risk with Ipas’s shared leadership and network philosophies.
- Ensure that the award review process is conducted in accordance with established processes and procedures and contact consultants when expert advice is required.
- Develop and disseminate tools, policies, and best practices to ensure consistent application of donor terms globally. Oversee their integration into subawards and grants, providing strategic guidance to maintain compliance, mitigate risks, and align with organizational standards.
- Serve as focal point for providing support to other nodes during audits and due diligence processes with respect to donor awards.
- Assist program managers and other stakeholders with contract terms, Workday functionality, and Award Library-related questions.
- Maintain Ipas’s Award Library and internal award trackers.
- Other duties as assigned.
Minimum:
- Bachelor’s degree in business administration, or a related field.
- Minimum of 5 years of experience in contracts and grants management, and project management, within the nonprofit sector.
- In-depth knowledge of donor requirements and industry best practices related to contract and grant management.
- Experience in management of sub-awards and/or international development project management experience.
- Professional experience working for international nonprofit organizations. Demonstrated expertise in designing and conducting training and other capacity-building initiatives.
- Experience drafting organizational policies and procedures
- Strong negotiation, analytical, and critical thinking skills.
- Excellent communication and interpersonal skills.
- Proven ability to work collaboratively in a team-oriented environment.
- Proficient in Microsoft Office Suite.
- English language fluency
