ILGA Asia is commissioning a Consultant (or consulting team/firm) to conduct an Endline Evaluation of its 2021–2025 Strategic Plan and Theory of Change (SPTOC). The evaluation is managed under the Monitoring, Evaluation, and Learning (MEL) department and will take place between late November 2025 and early March 2026.

Purpose and Scope
The evaluation aims to close the 2021–2025 strategic cycle by assessing progress, identifying lessons learned, and informing ILGA Asia’s next strategic plan. It will evaluate the organization’s performance across four key areas: Solidarity and Effectiveness; Capacity Strengthening; Mobilising Movements and Activating Allyship; and Strategic Information and Knowledge Use.
The consultant will measure outcomes and impacts achieved under the SPTOC, analyze ILGA Asia’s adaptability to contextual shifts, assess sustainability and ownership among partners, and gather stakeholders’ perceptions of the organization’s influence and relevance. The findings will generate actionable recommendations to strengthen ILGA Asia’s future strategic direction.

Methodology and Principles
Applicants are expected to propose a mixed-methods approach that includes document reviews, interviews, focus groups, surveys, and participatory reflection sessions. The evaluation will be guided by feminist, intersectional, and care-oriented principles — ensuring inclusivity, reflexivity, and ethical sensitivity throughout. Ethical and safeguarding standards will be central, emphasizing informed consent, confidentiality, trauma awareness, and data protection.

Deliverables and Timeline
Key deliverables include an inception report and evaluation framework (early December 2025), data collection (mid-December to early January 2026), preliminary findings and reflection session (January 2026), draft endline report (February 2026), validation workshop (mid-February 2026), final report and slide deck (late February 2026), and a virtual presentation to the ILGA Asia Board and Secretariat (March 2026).

Consultant Profile
The ideal consultant or team will have at least five years of experience in evaluation or research, preferably in regional or multi-country human rights or LGBTIQ contexts within Asia. Strong knowledge of Theory of Change, Results-Based Management, and both qualitative and quantitative methodologies is required. The consultant must be able to present complex analyses clearly and accessibly, with a proven record of ethical and participatory evaluation practice.
Experience in SOGIESC advocacy, working in restrictive environments, and understanding grassroots movements will be an advantage. The consultant must be available during the full contract period, capable of coordinating across time zones, and maintaining consistent communication with ILGA Asia’s MEL and management teams.

Budget and Logistics
The total budget for the consultancy is capped at USD 7,500, inclusive of taxes. The role is fully remote and requires a reliable internet connection, flexibility, and a strong commitment to ethical standards and inclusivity.
In summary, this evaluation seeks a technically strong, values-driven consultant who can synthesize learning, assess ILGA Asia’s strategic progress, and contribute to shaping its next phase of organizational development.
