About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The GBV Coordinator will be responsible for implementing activities in line with the Preventing and Responding to Gender Based Violence in the Pacific Australia Labour Mobility (PALM) scheme design.
This is a fixed term opportunity required to September 2028 and based in our Brisbane office.
The GBV Coordinator will be responsible to:
· Ensure GBV activities meet DFAT standards, align with policy, and are culturally appropriate for the Pacific and Timor-Leste.
· Design and deliver GBV initiatives (e.g. training, resources, events, partnerships), while managing risks.
· Monitor progress and budget of GBV activities against the annual plan.
· Build and maintain networks with GBV stakeholders across Australia, the Pacific, and Timor-Leste.
· Support coordination with DFAT and DEWR and contribute to broader GEDSI and PLMSP strategy implementation.
· Promote GBV mainstreaming across PLMSP and explore innovative approaches using AI, data, and technology.
We are seeking an individual with:
· Tertiary qualification in a relevant discipline, such as Social Work, Gender Studies, International Development, Community Development, Anthropology, or similar social science.
· At least five years professional experience working in the program management of relevant programs, preferably with a Pacific and/or Timor-Leste focus.
· Technical skills in GBV prevention and/or response programming in the Pacific and/or Timor-Leste with both government and civil society. Experience in Australia is an advantage.
· Strong facilitation skills including developing and delivering GBV educational materials.
· Excellent interpersonal skills, including the ability to work effectively with a wide range of stakeholders across multiple cross-cultural contexts.
· Demonstrated experience managing budgets and resources to ensure timely implementation of deliverables.
· Strong risk management skills.
· Strong liaison and coordination skills.
· Strong skills in written communication and report writing.
· Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure
