Job Description

IRC Syria is seeking a seasoned coordinator with extensive experience in stakeholder engagement (Line ministries, Local partners, donors, UN coordination mechanisms), strategy development, kick-off, team governance and program development to lead and oversee IRC’s IP portfolio in Syria for two months. The role supervises the IP team in Syria, ensures donor compliance and timely implementation and spending, leads new business proposals, and oversees prompt, accurate reporting.


Roles and Responsibilities
 1. Strategic Development:
  •  Develop and implement a unified Integrated Protection strategy for Syria, addressing the current and emerging protection issues considering undertaken analyses (protection risk analysis, legal analysis, stakeholder analysis, protection monitoring, etc).
  • Ensure strategic alignment with IRC’s broader goals and objectives while adapting to the evolving socio-political landscape in Syria, including a focus on strategic stakeholder engagement at the national and local levels with diverse actors, such as governmental, civil society and inter-agency.

2. Program Leadership and Delivery
  •  Oversee the design and rollout of innovative protection approaches, including client-responsive community-driven solutions, social cohesion and resilience strengthening, and inter-sectoral integration.
  •  Ensure   smooth and continuous implementation of ongoing projects including : establishment of Signpost, conclusion of Legal analysis and  Risk mapping exercises
  •  Provide high-level oversight for technical quality proposals, program spending plans, work plans, and donor reporting.

 3.     Coordination and Representation
  • Attend relevant coordination forums inside Syria and represent the IRC protection program in coordination with local communities, government departments, international agencies, local partners and donors as required.
  •  Collaborate closely with other program departments in order to ensure that linkages between programs are made and programs gain from training best practices.

4.Capacity Development
  •  Coach, train and mentor IP staff and Partners- communicating clear expectations,
  •  Support manager and senior managers in addressing operational challenges, fostering problem-solving and leadership growth within their teams.
  •  Socialize program-specific tools / resources / curricula and work with regional Technical Unit specialists to contextualize and adapt global and country-specific materials and approaches.


Work Experience:
  •  10 years of professional experience in humanitarian response, preferably with experience in protection programming. With at least 5 years in managerial position, including staff management. Demonstrated experience in managing large teams, preferably across multiple project sites. Experience in at least two or more areas of protection (CP, GBV, Protection) is highly desirable.
  • Prior experience leading protection work in recovery and development contexts
  •  Previous experience working on integrated and multi-sectoral programs is preferred
  • Experience working in Syria and /or MENA
  • Demonstrated expertise in strategy development, donor relations, multi-stakeholder partnerships, capacity building including technical tools and materials, and proposal development.
  • Strong interpersonal and communication skills, with fluency in English (Arabic is a plus).
  • Ability to travel to field locations within Syria as needed.
