NORCAP works with and through our partners to improve aid in two complementary ways:
- We provide targeted expertise to strengthen our partners’ response.
- We collaborate with partners to develop solutions to unmet gaps and challenges.

In partnership with the UN Office for the Coordination of Humanitarian Affairs (OCHA), NORCAP has jointly managed the Inter-Agency Gender Standby Capacity Project (GenCap) and the Protection Standby Capacity Project (ProCap) since 2005 and 2007 respectively. These projects aim to strengthen humanitarian operations by ensuring gender equality and protection are central to humanitarian action. As the projects enter a transitional phase through to the end of 2026, NORCAP is seeking a dedicated professional to lead their strategic realignment and operational delivery.

We are recruiting our new Thematic Manager – ProCap and GenCap, this is a fixed-term position until 31 December 2026, reporting to the Head of the Protection and Gender Unit. The role is based in Oslo, Norway, with flexibility for remote work and includes 15% travel.

Responsibilities
As the Thematic Manager – ProCap and GenCap, you will take on the following responsibilities:
  • Lead the strategic and operational development of the ProCap and GenCap projects during their transitional phase.
  • Manage project planning, implementation, and oversight to ensure delivery against strategic frameworks and grant agreements.
  • Represent the projects in high-level inter-agency fora and maintain strong relationships with UN counterparts, donors, and stakeholders.
  • Oversee the development and maintenance of the expert pool, ensuring alignment with project needs and strategic goals.
  • Ensure robust monitoring, evaluation, and learning frameworks are in place and used to inform continuous improvement.
  • Collaborate closely with OCHA’s Senior Project Manager to co-develop strategies and solutions for complex humanitarian challenges.
  • Support experts on assignment and contribute to performance management and capacity development.

This role interfaces closely with NORCAP’s Protection and Gender Unit, other thematic areas, the Technical Reference Group, and key stakeholders including OCHA and donor representatives.

Qualifications
To excel in this role, candidates should possess the following qualifications and skills:
  • Minimum of 7 years’ experience in humanitarian, development, or peacebuilding sectors, with a focus on protection and gender equality.
  • Proven experience in change management, stakeholder consultation, and leading strategic reform processes.
  • Strong background in project management, strategy development, and advocacy.
  • Experience working with UN agencies and humanitarian coordination mechanisms.
  • Excellent interpersonal, communication, and leadership skills, with a track record of managing teams and complex projects.
