About the role
The Gender Equality Advisor will develop and implement the project’s Gender Equality strategy, providing leadership and technical assistance to the project team, field teams, project partners including national and local government health ministries, women’s rights organizations and civil society organizations. The GE Advisor will be the thematic specialist on all gender equality components of the project and will be responsible for providing best practices and a context-adapted approach for gender responsive actions and activities in a context of health services strengthening and delivery for pregnant women and children under five. The position’s primary role is to ensure that gender considerations are fully integrated in planning, design, reporting and implementation of the project to ensure compliance with donor and government expectations and achieve project goals. In this role you will be responsible to:
· Provide gender technical support for research and project evaluation activities during the start-up phase, including baseline, gender and human rights analysis and barrier analysis to inform project implementation
· Develop and lead on implementation of a Project Gender Equality Strategy in consultation with the project team including approaches to address challenges identified through the studies
· Lead in the identification, selection and management of consultants or partnership needed with specific attention to local women’s rights focused civil society organizations (WROs)
· Provide quality assurance on gender components within project planning and reporting documentation as required.
· Ensure gender equality is integrated in the project MEAL plan and system and support project staff and partners to monitor the progress on gender equality and women’s empowerment across all the project interventions
· Work closely with MDL team to monitor and report on gender equality outcomes and indicators and fill gender data gaps. Support the development of gendered indicators and tools and processes to collect data.
· Develop knowledge translation and learning products to showcase progress on gender equality, women’s empowerment and share learning with implementing partners, government, and communities
Requirements
About you
You will have a Postgraduate level degree in gender/women’s studies with a focus on one of child health, nutrition, public health, or international development with experience and training in gender and development.
You will come with a minimum 7 to 10 years of experience with NGOs, UN agencies, and/or other service providers in a Gender Advisory or technical role supporting public health, and/or nutrition related programs within the Philippines.
Prior experience of using various gender analysis frameworks and developing tools to implement gender responsive programming is also required.
Excellent English language skill (read, write and speak) is a prerequisite. Fluency in local language is also required.
