Background
Gender inequality is one of the main indicators of inequality and is played out along political, social and cultural dimensions. It is closely linked to poverty and other development challenges which is deeply rooted in social norms and economic conditions with a greater impact on the poor, particularly on women and young people.

Therefore, the project will contribute towards greater gender equality by adopting gender-responsive approaches for the design of the climate information services, including how end users are communicated to and with; promoting gender-balance, where possible, through technical and maintenance capacity-building activities of hydro-meteorological networks, equipment and systems; and establishing a gender-aware policy national framework to inform collaboration between climate service and national/regional hydro-meteorological stakeholders

The purpose of the gender mainstreaming throughout various phases of disaster management is to empower women and see them as capable agents of change, who can manage crisis, deal with its aftermath, and take on leadership roles in the family and community.

Duties and Responsibilities

The project envisages to hire M&E and Gender Outreach Analyst, who will secure implementation of the Gender Action Plan; support gender mainstreaming in the project activities by reviewing/contributing to the technical TORs as adequate; participate in project technical working groups; deliver trainings to national partners, experts and communities; support implementation of the local grievance redress mechanism; conduct periodic monitoring visits to the project sites to ensure smooth implementation and sustainability of activities/results, ensure close coordination and strong information flow between the communications and knowledge management aspects of the project.

Under the direct supervision of the Project Manager, the M&E and Gender Outreach Analyst will work closely with the project team, and inter/national consultants and will be fully responsible for coordination of all relevant thematic and outreach activities across the three project components through providing sound technical expertise and oversight.


Required Skills and Experience
  • Advanced university degree (master’s degree or equivalent) in Journalism, Public Relations, Communications, Social Sciences, Gender studies, Psychology, Economics, Development Studies, or equivalent field is required.
  • A first-level university degree (bachelor’s degree) in the fields stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in the field of PR, outreach and media communication.
  • Fluency in English and Russian is required.
  • Previous experience in developing and implementing communications strategies for organizations or projects.
  • Progressive experience in gender mainstreaming in development projects and/or government programs.
