Gender-based violence (GBV)
Role Summary
The Project Officer for Colombia will report to the Senior Advisor as part of GSF’s Programmes team. Going forward, GSF is looking to anchor and consolidate its strategy with CRSV survivors to support their right to reparations Colombia, seeking to ensure a survivor-centred and multi-stakeholder approach.
Position Responsibilities
As GSF’s representative in Colombia, the Project Officer will:
•Act as country lead for GSF’s work in Colombia;
•Finalise and operationalise the Colombia strategy, ensuring a periodic survivor-centred review;
•Develop, upon consultations with the country team and other actors, yearly action plans;•Maintain contacts and ensure coordination with partners including survivor organisations, civil society organisations, consultants and government entities;
•Act as RBF’s focal point with local authorities, civil society organisations and survivor organisations and platforms.
•Coordinate GSF work on advocacy and technical support to State authorities in Colombia, in particular the JEP, and in liaison with Colombian civil society organisations and survivor organisations, networks and movements;
•Conduct research relevant to enhancing CRSV survivors’ access to reparations in Colombia;
•Ensure technical assistance and knowledge sharing to local partners and authorities on international standards and best practices on survivors’ right to a remedy and reparations well as GSF’s own best practices and lessons learned, with particular emphasis on a survivor-centred and multi-stakeholder approach;
•Take the lead in drafting relevant documents (technical or advocacy) on key issues of relevance enhancing survivors’ access to full and effective reparation;
•Take a lead in generating evidence-based knowledge based on the Colombia experience that can be of value both in Colombia and as a case study globally as useful;
•Support the organisation of training, workshops, advocacy and awareness-raising campaigns, and other such events to share best practices, and lessons learned and strengthen capacities with survivors and partners in Colombia.
•Assist in reviewing project proposals from partners, draw-up necessary paperwork to document partnerships and help materialise new partnerships;
•Travel, as required, to carry out the work of the GSF including with survivors of conflict-related sexual violence;
Position Requirements
Education and Experience
•A degree in law or other related discipline and a postgraduate degree in international human rights or humanitarian law, or any related equivalent studies including gender, transitional justice, peacebuilding or conflict resolution;
•At least 7 years of relevant professional experience working on human rights, humanitarian law and CRSV, reparations, and/or transitional justice, including key exposure to academic work and publications as well as direct work with survivors of CRSV.
•Full proficiency in Spanish, good working knowledge of English (English is the working language of GSF);
•Knowledge and experience of the transitional justice framework as set out in Colombia’sPeace Agreement, the Victims and Land Restitution Law, including the scope and competencies of the JEP;
