Objective and Purpose of the Assignment
1. The regional TA Cluster Sustaining and Strengthening Gender Mainstreaming in Central and West Asia (approved on 10 December 2024, financed on a grant basis by ADB’s Technical Assistance Special Fund) aims to strengthen gender mainstreaming mechanisms and gender equality results in Central and West Asia and align them with ADB’s gender transformative approaches. The TA cluster supports gender designs of ensuing projects in the region, capacity building for executing and implementing agencies and other stakeholders, knowledge events and knowledge products, and strengthening of gender networks.
.Detailed Tasks and/or Expected Output
The consultant will work closely with the project management unit (PIU), ADB staff, and relevant stakeholders to carry out the following tasks:
(i) Provide overall management of the implementation of subproject activities, delivery of outputs, and achievement of targets.
(ii) Provide technical support to the PIU in the implementation of GAP addressing implementation concerns. Participate, where needed, in project review missions.
(iii) Consolidate GAP updates of the project and submit semi-annual reports to ADB.
(iv) Assist the PIU in the implementation of loan-specific gender objectives.
(v) Facilitate the development of a gender-responsive human resource (HR) management policy with the relevant HR division
(vi) Support the adoption of HR practices that promote the hiring, retention, and career advancement of female staff in technical positions
(vii) Design and deliver gender sensitivity and gender mainstreaming trainings
(viii) Conduct a gender diagnostic of the RDF, including an assessment of staff composition, recruitment and retention practices, career development opportunities for women, and capacity-building needs
(ix) Develop a gender action plan for RDF for mainstreaming gender within the organization and to strengthen women’s participation in the design and implementation of transport projects.
(x) Plan and undertake capacity-building initiatives on mainstreaming gender for RDF with an emphasis on mainstreaming gender in organizational practices and in the design and implementation of transport projects.
(xi) Support the development and rollout of a paid internship program for female technical students or recent graduates to enhance women’s representation in road infrastructure design, delivery, and operations
(xii) Conduct a series of consultations across RDF, women’s groups, community groups, universities and other stakeholders to ensure women’s equal participation in the design and implementation of the project.
(xiii) Undertake any other task assigned by the team leader and PIU component leads to implement Outputs 2 and 3 of the loan.
Minimum Qualification Requirements
An advanced degree in gender studies, social sciences, international development, economics, or a
related field.
A minimum of 5 years of professional experience in gender equality and social inclusion.
At least 3 years of experience in gender policy development.
Proven knowledge of gender mainstreaming in infrastructure projects, particularly in relation to women
and vulnerable groups is highly desirable
Experience in designing and delivering training programs
Excellent interpersonal and communication skills.
Strong command of both spoken and written Armenian and English.
