Scope of Work

The Gender and Communications Expert will play a crucial role in integrating gender equity into all aspects of the project and developing communication strategies to ensure that all stakeholders are effectively informed and engaged. The position aims to promote gender-responsive practices in project implementation and enhance the visibility and understanding of the project among communities and stakeholders.

Detailed Tasks and/or Expected Output

Key Responsibilities:

• Develop a comprehensive Gender Action Plan (GAP) in alignment with ADB’s gender guidelines. Ensure that the project actively promotes gender equity by integrating gender-sensitive policies, practices, and targets in all stages of project implementation.

• Gender Mainstreaming: Work closely with other specialists, including the social safeguards and training specialists, to ensure

that women’s participation in project activities is maximized. Identify gender-related challenges and propose solutions to overcome them.

• Capacity Building for Gender Equality:

Organize and deliver gender awareness and capacity-building programs for project staff, contractors, local government officials, and community members. Ensure that gender-responsive approaches are embedded in project operations.

• Communications Strategy:

Develop and implement an inclusive communication strategy that targets different stakeholders, including local communities, government agencies, and civil society organizations. Ensure that project information is communicated clearly and effectively through various media channels, including print, radio, and social media.

• Public Outreach and Awareness:

Conduct public awareness campaigns to inform communities about the project’s objectives, expected outcomes, and potential benefits. Ensure that communications are gender-sensitive and address the specific needs and concerns of women and vulnerable groups Work with Social and Environment Safeguard Officer to develop a CCSEP.

• Monitoring and Reporting:

Monitor and report on the implementation of gender-related activities and the effectiveness of communication efforts. Prepare gender and communication progress reports for the PMU and ADB. Develop and maintain the project social media platform or work with the government’s existing social media platform to ensure project awareness and ensure that all Safeguard and other project related documents are disclosed on the social media platform.

Minimum Qualification Requirements

• A degree in gender studies, communications, or a related field.

• A minimum of 5 years of experience in gender mainstreaming and communications, preferably in development projects.

• Strong understanding of gender issues in the Pacific region and experience working with local communities.

• Proven ability to design and implement public outreach and communication strategies.

• Excellent facilitation, interpersonal, and presentation skills.
