BACKGROUND
The Pacific Feminist Fund (PFF) is a new non-government organisation that aims to support and amplify the work of Pacific feminists and the feminist movement across the Pacific region. This responds to research which found that less than 1% of donor’s funding is reaching women organisations in the Pacific through direct funding[1]. PFF provides grants and support for women’s groups and feminist movements to amplify their work; builds and shares knowledge of Pacific feminist ways of working; and seeks to influence funding decision-making to increase the flow of resources to women’s groups and feminist movements in the Pacific region.
PURPOSE AND SCOPE
This is a formative review, and it has two purposes. Firstly, to understand progress to date towards PFF's inception outcomes and inform PFF’s directions over the remainder of the inception phase and as it transitions to full implementation. Secondly, to understand how MFAT support has contributed to this progress and how MFAT can maximise the impact of our support.
The scope of the review is:
MFAT’s core funding and other operational support to PFF.
The review will cover the period of the Grant Funding Agreement until present.
The geographic focus is the Pacific countries in which PFF works, with a particular focus on countries where PFF has provided in-country grants.
The scope of the review will exclude PFF Activities that are funded from other development partners and MFAT funding that is not core funding, though it may include findings on how core funding enabled PFF to deliver on other development priorities.
DESIGN
In their proposal, the evaluator should identify key methods and tools relevant to this evaluation to generate credible evidence that corresponds to the evaluation’s purpose,
Prioritizes transparency and learning, and is consistent with PFF’s values and ways of working.
The final design will be confirmed in the evaluation plan and in consultation between the evaluation team, PFF, and key stakeholders where relevant.
