About the Program 

PNGWL is Australia’s leading bilateral gender investment under the PNG-Australia Partnership. PNGWL runs from 2023-2028 with potential for a further 5-year option. The goal of PNG Women Lead is that PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys. 

Key Responsibilities and Deliverables

Program Delivery and Technical Support
  • Ensure that all contract and workplan deliverables and reports in relation to program outcomes and cross cutting strategies adhere to the head contract requirements, are delivered on time, on budget, meet stakeholder expectations, and are of the highest quality with value for money principles applied
  • Identify and proactively manage risks at programmatic level to ensure delivery within contract parameters; ensuring that all risk and fraud issues are proactively identified and reported and managed following corporate and DFAT policies and procedures
  • Management oversight for Senior Program Managers (SPMs) WIL/ WEE, GBV and Disability Equity, including coordinating development, planning and timely delivery of key projects and activities, analysis of constraints, strategy documents, annual workplans and budgets in collaboration with the Team Leader and Operations Lead
  • Management oversight of program quality and technical performance with the Team Leader across all EOPOs and cross cutting strategic areas with a view to identify areas of constraints and opportunities for improvement in programmatic delivery
  • Management oversight of key projects and activities including: Women in Disability Network support project, Improving Political Inclusion and Participation project, locally led development projects, disability equity technical assistance and projects, men and boys’ engagement and GBV prevention projects, and specific GoPNG policy priority projects etc.

Executive Leadership Team Deliverables 
  • High level of responsiveness to issues and requests from key program stakeholders; 
  • Key performance indicators (KPIs),quality reporting, milestones, and deliverables are submitted on time and meet internal (Abt) and external (AHC) requirements measured by receiving a Partner Performance Rating of 5 or above;
  • Program delivery is on time and within budget with value for money principles driving all Program resourcing decisions;
  • Build and maintain open, productive and outcome-oriented relationships with key internal and external stakeholders including AHC and GoPNG;
  • Support an internal and external enabling environment for adaptive and politically informed program delivery;
  • Facilitate GEDSI transformative program delivery;
  • Periodically act as the Team Leader, when required, and perform other duties as assigned.

About You

  • Ability to deliver strategic and technical leadership to ensure effective program delivery, planning, and deliverables for gender equality. 
  • Demonstrated commitment to locally led development in enabling two-way knowledge transfer and mentoring of team members. 
  • Excellent project and team management skills including proven ability to manage and prioritise multiple tasks.
  • Outstanding stakeholder and relationship management skills.
  • Experience working in PNG or the Pacific Islands.
  • Experience working on a large, multi-sectoral international program, preferably as Team Leader or Deputy Team Leader.
