Objective of the Assignment:

UN Women Afghanistan is seeking  an international consultant to provide overall technical assistance and capacity building to UN Women’s Responsible Parties (RP), with a specific focus on Psychosocial Support (PSS) Counselling and Case Management.

The consultancy will be home based with possible travel to Afghanistan, to be determined depending on need, feasibility and the safety and security considerations, at approximately 150 working days. The international consultant is expected to work with one or more national consultants and provide  overall direction and coordination to support UN Women’s partners to apply international standards in  GBV service provision.

Duties and Responsibilities

Under the overall supervision of the EVAW Programme Manager,  the international consultants will be responsible for the following deliverables:

1. Survivour-centered PSS Counselling and Case Management Training for UN Women’s Responsible PartiesThis will include working hand in hand and supervise national consultant to adapt  globally evaluated resources on PSS and case management to the specific  context, as well as co-facilitate multiple trainings to strengthen the capacity of RPs (minimum one every two months). This may also include to conduct a training of trainers national consultants and UN Women staff  on survivour-centred PSS counselling and case management.
2.  PSS Integration and Capacity Development into existing partners interventions The international consultant will work with national consultants to support partners to integrate PSS counselling and case management into their community-based women and family resource centers, and other community mechanisms , by providing technical assistance to the RPs staff and provide coaching and peer support.
3. Develop new and//or update existing standard operating procedures (SOP) and guidelines to support UN Women partners to apply survivour-centered and trauma-informed principles in their organisation’s delivery of PSS counselling, case management, and other essential services for survivours and at-risk women; including on, but not limited to, the following:
  • Self-care and prevention of vicarious trauma
  • Trauma-informed intake assessment
  • Conducting case debriefs and case conferences
  • Empowerment counselling and referrals
  • Action planning with survivours / at-risk women
  • Applying survivour-centered principles in interview techniques

4. Provide technical assistance to strengthen referral systems mechanism
Supporting UN WOMEN and partners to collaborate and coordinate with relevant service providers, networks (Essential Services Network), inter-agency mechanisms (GBV Sub Cluster, other UN agencies, (I)NGOs, CSOs, to advocate for best practices on survivour-centered PSS; supporting staff representing UN WOMEN at coordination meetings.5. Overall technical and advisory assistance on GBV, PSS and case managementBased on the capacity needs identified during coaching and pairing with RPs and national consultants, the international consultant will provide overall technical assistance to develop additional resources an d conduct ad hoc mentoring and coaching sessions with RPs.
