Scope of Work
The proposed assessment will be carried out in five (5) project District Councils of Iringa, Kilolo, Mufindi, Wanging’ombe and Mbarali in three Regions of Iringa, Njombe and Mbeya. It will involve a selection of villages from 300 project target villages; and District and Village level stakeholders will be involved. At a larger scale, the ministry of Agriculture and its departments including research institutions such as TARI, Sokoine University of Agriculture, TOSCI, ASA and MATI and TMA will be involved.

The consulting firm will be expected to review existing government priority crops for every agroecological zone aligned with the government priorities, and cross reference with emerging crops with market demand potential and potential value chains to make the study not only relevant but also draw a broader spectrum of options and bring onboard upcoming crops and value chains/enterprises that can attract markets within and beyond project areas. Similar existing donor funded projects, and private interventions will also be relevant for review in this study. A review of lessons learned from existing work of similar past interventions in project locations and withing the country will add value when suggesting new innovations or value chains.

 Qualifications
 The consulting firm should have a minimum of five years of proven experience in conducting market systems and value chain assessments in agriculture, community-based natural resources, forestry or related assignments in a similar context. In addition to that: 
• The lead consultant or other key consultants should have a minimum of Masters’ degree in Natural Resource Management, Agriculture, Agribusiness, Environment, Climate Change, Development Studies, Gender Studies, Rural Development or Statistics/Business or related fields; and must be well experienced in conducting market assessments in similar contexts. 
• Proven expertise in value chains, value addition, agricultural processing technologies, marketing, climate-smart farming, nature positive enterprises, and understanding of gender-responsive programming in rural contexts. 
• Strong track record in designing and implementing projects addressing sustainable land management, business management and agriculture value chains. 
• Extensive knowledge of mixed-methods research approaches and development of data collection tools tailored to diverse populations. 
• Demonstrated experience in qualitative and quantitative data analysis, experience in agriculture and value chain analysis will be an added advantage. 
• Strong analytical and report-writing skills, with the ability to synthesize findings into actionable recommendations. 
• Excellent working knowledge of English and Swahili,  and excellent writing skills in English (as documentation will be in English).
