 BACKGROUND 
SAT Zimbabwe is currently implementing a project titled Partnership in Movement Building for Accelerating Access to SRHR and Safe Abortion Services (PACCESS) with support from Amplify Change. The grant aims to build the capacity of community-based organizations (CBOs), groups, networks, and civil society organizations to equip them with the necessary tools and resources to enhance their abilities to advocate for SRHR and safe abortion services to facilitate increased access. 

PURPOSE 
The primary purpose of this project is to develop an Advocacy and Movement Building Strategy that will serve as a comprehensive blueprint for CSOs and grassroots organizations within the Safe Abortion Coalition. The strategy will provide practical tactics, skills, and frameworks for effective lobbying, advocacy, and coalition-strengthening activities. It will emphasize the importance of collective action and strategic partnerships in advancing the safe abortion agenda, fostering a united front capable of influencing policy change, shifting social norms, and ensuring improved access to SRHR services. 

 RATIONALE OF THE PROJECT
 In Zimbabwe, numerous grassroots community-based organizations (CBOs) are independently working to advance Sexual and Reproductive Health and Rights (SRHR) and safe abortion access for women and girls. However, these efforts often operate in silos, limiting their collective impact and influence on policy and social change. There is an urgent need to strengthen the collective voice of Civil Society Organizations (CSOs) by fostering coordinated advocacy, support, and collaboration among the CSOs and grassroots actors to build a robust movement for safe abortion rights. 

SAT’s grant-making strategy emphasizes not only catalysing positive social change at the community level but also reinforcing organizational governance systems to ensure sustainability of these efforts. This project aligns with that strategy by supporting sub-grantees to design, implement, and evaluate programs that improve access to SRHR and safe abortion services through targeted policy reviews, movement building, and strategic advocacy. By empowering these organizations to work together, the project aims to create a resilient advocacy network capable of influencing policy reforms, reducing stigma, and expanding access to safe abortion services across vulnerable populations. The initiative recognizes that sustainable change requires a cohesive movement rooted in collective action. Therefore, it seeks to build capacity among partner organizations to sustain advocacy efforts beyond the lifetime of the grant, enabling them to expand their reach and impact in their communities and beyond.  

OUTPUTS/DELIVERABLES 
1. Inception Report: A detailed plan outlining project objective, methodology, stakeholder analysis, and implementation timeline. 
2. A detailed proposal on how to approach the assignment with clear timelines 
3. Advocacy and Movement Building Strategy: A strategic document that delineates key approaches, activities, tools, and capacity-building components to strengthen advocacy efforts and foster a cohesive movement. 
4. Presentation of the Advocacy and Movement Building Strategy: A formal dissemination session to communicate the strategy’s key components, gather feedback, and ensure alignment for effective implementation.
