Child protection/ Children’s rights Gender-based violence (GBV)
1. The Government of Mozambique has received financing from the World Bank toward the cost of the IFRDP, and intends to apply part of the proceeds for Consultancy Services for Recruitment of Provincial GBV Specialist for ANE, IP Nampula Province.

2. The general objective of the consultancy services is to support the project to ensure compliance with the Bank policies on the awareness and prevention of Gender-based Violence, Sexual Exploitation and Abuse and Sexual Harassment, Violence Against Children, in particular sexual abuse of minors, early and forced marriage, child labor exploitation, as well as survivor centered approach follow-up and ensuring survivor referrals to holistic support services.

4. The Administração Nacional de Estradas, IP now invites eligible Individual Consultants to express their interest in providing the Services during 2 years. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria:

  • Bachelor degree in Public Health, Gender Studies, Sociology, Anthropology, Law, or in similar field;
  • Minimum of 5 years’ general professional experience in implementation of gender-based violence (GBV) prevention and response programming, including themes related to violence against children, intimate partner violence and/or sexual exploitation and abuse and sexual harassment;
  • Experience in community engagement and awareness-raising as well as training activities involving a range of adult audiences regarding GBV prevention and response, protection of women’s and children’s rights, and/or sexual and reproductive rights and health;
  • Excellent knowledge and understanding of the survivor-centered approach and of the guiding and ethical principles as well as best practices that govern work with GBV survivors;
  • Excellent knowledge and understanding of principles regarding the ethical collection, management, analysis, and sharing of sensitive GBV survivor data;
  • Understanding of the Mozambican legislative framework regarding human rights, gender equality, women’s and children’s rights, and violence against women and girls;
  • Experience with the World Bank’s social safeguard policies will be considered as an advantage;
  • Fluency in Portuguese and English is required.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations.
