What’s expected?
The purpose of this role is to lead the Scouts’ organisational safeguarding and vetting functions in respect of both its employed staff, volunteers and young people and to develop and implement formal strategies to continue to improve safeguarding in scouting. The role will drive the strong safeguarding culture throughout the movement by ensuring good national policies, providing high quality advice and training and influencing senior volunteers to implement these at all levels across the organisation. Implementing an improved quality assurance framework across scouting identifying where improvements are required and implement the necessary change arising will be key to this role.. The role will service the Scouts Board of Trustees and Safeguarding Committee ensuring quality reporting and specialist advice is provided to continue to make the Board and Committee highly effective in its role of governance, scrutiny and challenge.
Key accountabilities
• Lead, manage and have overall responsibility for ensuring that high quality and safe services, systems, policies and procedures are in place to safeguard and meet the needs of children and young people involved in Scouting. • Ensure that there is a strategic direction and vision for the safeguarding of children and young people in Scouting and that sound operational plans are in place to realise the strategy and vision.
• Ensure that there is continuous improvement in the performance, assessment and monitoring of services so that outcomes for children and young people are achieved and that appropriate satisfaction levels are achieved for service users.
• Lead and manage the organisation’s safeguarding and vetting services ensuring that quality assurance mechanisms are in place and that management information is available to inform service improvements.
• Develop the organisation’s referrals/allegations management strategy, and associated processes, to ensure that it meets the needs of beneficiaries and service users whilst remaining at the forefront of best practice.
• Lead the organisation’s processes relating to management of Safeguarding Appeals ensuring that timelines and resulting actions are completed as agreed.
Knowledge, experience and qualifications
• Experience and a successful track record as a senior manager in a large complex organisation, leading professionals to improve outcomes for children and young people in a safeguarding context.
• Substantial successful track record, knowledge and experience at a senior level of leading and improving safeguarding services to realise efficiencies and improve overall satisfaction for service users.
• Successful experience of formulating, leading and implementing strategies and programmes that work crossorganisationally in a safeguarding context.
• Successful track record of managing and implementing significant change within a large organisation leading to positive impact on the outcomes of its beneficiaries.
• Up to date knowledge and understanding of the safeguarding of children and young people agenda and how it contributes to the protection and development of an organisation’s beneficiaries.
• Successful track record in managing large demand-led budgets, developing budgets and budget reduction strategies, forecasting, monitoring and using financial management systems.
