Background
The International Planned Parenthood Federation European Network (IPPF EN) is a membership-based organisation working across over 40 countries in Europe and Central Asia to advance sexual and reproductive health and rights (SRHR). As part of its mission, IPPF EN seeks to strengthen access to safe abortion through evidence-based advocacy and service provision.
To support this goal, IPPF EN is developing an Abortion Legislation, Policy and Practice Dashboard. This interactive web-based platform will visualise and compare data collected from 33 countries, enabling strategic advocacy through dynamic country profiles, legal comparisons, and trend analysis across abortion-related laws and policies. With increasing pressure on SRHR across the region, this dashboard will serve as a vital tool for informing action and mobilising support.
Scope of Work
IPPF EN is seeking a consultant (individual or company) to design, develop, and implement this data dashboard. The consultant will deliver a secure, scalable, and user-friendly platform capable of visualising complex legal and policy data and supporting automated reporting. Tasks include:
Developing a dynamic web-based dashboard
Designing user-friendly data visualisations and country comparison tools
Integrating data upload, management, and reporting functions
Ensuring GDPR compliance and robust data security
Providing user documentation and training

CONSULTANCY REQUIREMENTS
Professional experience at the level of bachelor's degree or higher in Computer Science, Software
Engineering, Data Science, or a related field (for individuals or the lead technical personnel proposed by a
company).
Minimum of 3 years of hands-on experience in developing web-based applications and interactive
dashboards. Proven track record of working with complex, multi-country or policy-related datasets is highly
desirable. Previous experience with health, policy, or rights-based platforms is an asset.
Technical competencies
• Frontend Frameworks: Proficiency in modern JavaScript libraries such as React.js, Vue.js, or Angular
• Backend Technologies: Solid experience with Node.js, Python, or equivalent server-side
frameworks
• Data Visualisation Libraries: Experience using tools like D3.js, Chart.js, or Highcharts.
• Database and Data Management: Familiarity with structured data handling, ETL processes, and
ability to build scalable database solutions
• API Development: Ability to develop RESTful APIs and integrate with Power BI and Microsoft 365
ecosystems
• Cloud Hosting: Knowledge of deployment on Azure, AWS, or Google Cloud
Design and user experience
• Demonstrated ability to design intuitive, user-friendly, WCAG-compliant interfaces
• Experience in developing mobile-responsive platforms
• Familiarity with UI/UX standards inspired by UN/WHO dashboards is a plus
