Background:
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

Objective of Assignment:
The OSCE is seeking qualified consultant experts to support the review of policies, the building of capacities, the development of knowledge and awareness products and other duties as required.
Consultants will be placed on a roster, and experts are sought for various gender issues thematic areas across the three dimensions of OSCE security, including, but not limited to:

Politico-Military Dimension:
- Promoting women’s participation in peace and security, including supporting the implementation of the Women, Peace and Security (WPS) agenda
- Addressing gender aspects of preventing violent extremism and radicalization that lead to terrorism (P/C VERLT), as well as promoting the inclusion of women in the security sector

Following a selection process, qualified candidates will be added to the roster. Rostered experts will be considered for relevant consultancy opportunities within the OSCE. Those shortlisted will be contacted to confirm their interest and availability. The final selection may include an oral interview and written assignment. The duration of the assignment will be dependent on its tasks and deliverables.
Experts who have already been added to the roster are not required to re-apply
Necessary Qualifications:
- Depending on the assignment, a first- or second-level university degree in social science, international relations, political science, law, security studies, gender studies, human rights or any other field related to the three dimensions of OSCE security; and/or technical expertise gained through other types of education;
- A minimum of four years of relevant professional (technical) experience in the field of gender mainstreaming, and/or other gender issues, including gender-based violence and preventing violence against women and girls, the women, peace and security agenda, economic empowerment of women; climate change; the national or international level;
- Experience in the conducting research, identifying international good practices and supporting the development of policy documents,
- Experience in designing and delivering trainings, including community of practice, capacity-building, and awareness-raising material;
- Proven analytical ability to assess emerging risks and to propose practical responses in both policy and implementation contexts;
- Demonstrated professional fluency in English with excellent writing skills;
- Flexibility and ability to work under time pressure to meet tight deadlines
- Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
- Excellent written and verbal communication skills, with the ability to engage diverse stakeholders;
- Computer literate with practical experience in using Microsoft applications.
