Gender equality and Social inclusion (GESI)
Background
The African Development Bank Group (the Bank) Ten Year Strategy (TYS) - Seizing Africa’s opportunities for a prosperous, inclusive, resilient, and integrated continent (2024 - 2033), highlights gender equality as one of cross-cutting priorities where investments need to be in place for the High 5s to deliver their transformative potential. Gender equality will be integrated across the Bank’s operations, knowledge work, policy dialogue and global advocacy.
Objectives
The overall objective of this consultancy is to develop: (i) A new Gender Action Plan; (ii) An implementation framework that details allocation of resources, timelines, and targets; (iii) Concept notes, final proposals with itemized budgets for submission for funding for the Gender Economic and Policy Outlook and AFDB Gender Forum.
Specific Tasks
Under the supervision of the AHGC Principal Gender Officer, the consultant is expected to perform the following key tasks:
1. In consultation with the Bank’s gender experts, propose a new Gender Action Plan for achieving the strategic objectives and key results.
2. Develop an implementation framework for the new Gender Action Plan.
3. Develop concept notes, final proposals and itemized budgets for a Gender Economic and Policy Outlook Paper and the AFDB Gender Forum.
This will be achieved by performing the following (non-exhaustive list):
a) Review the MTR and the IDEV evaluative knowledge findings, lessons, and recommendations, and glean insights into key components of the new Gender Action Plan.
b) Review the gender components of related Bank strategies/action plans (sector, regional, High 5s, etc.) to establish a coherence among these and the new Gender Action Plan.
c) Undertake stakeholder mapping and analysis.
d) Undertake a situation analysis of the Bank’s gender mainstreaming operations to date.
e) Lead consultations with internal and external stakeholders at headquarters and in select regional offices to validate the new Gender Action Plan.
f) Develop a Theory of Change (or a set of theories) to show the pathways towards the results of the proposed action plan.
g) Develop a Results Monitoring Framework for the plan period aligned to the One Bank Results Measurement Framework.
Criteria for Selection of Consultant
• A recognized consultant with over ten (10) years’ experience of working on gender and women’s economic empowerment and development of strategies at senior level.
• A strong track-record in research and analysis, focused on socio-economic issues, development policy research, gender related work or related fields, with grounded experience of the African landscape and trends, preferably in Africa and in fragile situations.
• Professional experience in gender analysis, research and advocacy skills, conducting gender assessments / studies and designing / implementing gender and development projects;
• Experience with mixed-method (quantitative and qualitative) research techniques.
• Demonstrated experience conducting gender analyses in Africa or elsewhere.
• Strong experience working on gender dimensions in results framework.
• Excellent communication and facilitation skills.
• Ability to produce high quality analytical reports and policy papers
• High organizational and ability to handle complex tasks with tight deadlines.
• Desirable: ability to communicate and write in English and French
