BACKGROUND 
Sri Lanka is embarking on a critical year for its environmental and climate governance agenda. The  country is simultaneously preparing to update several key national frameworks, including its National  Biodiversity Targets (NBTs), National Biodiversity Strategy and Action Plan (NBSAP), Nationally  Determined Contributions (NDCs), and Land Degradation Neutrality (LDN) targets. These frameworks  are fundamental to advancing the country’s national sustainable development priorities and meeting  its international obligations under major multilateral environmental agreements. 


Scope of Work
The consultant will undertake a rapid assessment of existing national policy instruments, map genderresponsive, diversity and inclusive entry points, and review, analyze and develop a workshop report  for an awareness programme that was conducted for underrepresented individuals and communities. 
Specifically, the consultant will be expected to undertake the following tasks: 
Task 1: Rapid Policy Coherence Analysis 
Task 2: Gender-Responsive, Diversity and Inclusion (GEDI) Mapping 
Task 3: Analysis of awareness Programme 

 The key deliverables are as follows: 
1. Inception report: detailed workplan and methodology, outlining the approach to the assignment 
2. GEDI awareness programme report: summarizing programme, participant feedback, key outcomes, presentations, 
worksheets 
3. Integrated analysis and  recommendations report: 
 Rapid assessment of policy coherence across key environmental and climate frameworks 
 Mapping of GEDI entrypoints with recommendations to mainstream into policy frameworks

REQUIRED SKILLS AND EXPERIENCE 
A Master’s Degree in a field related to Climate Change/Sustainable  Development/Environmental Studies/Gender Studies/Social Sciences or any other related  areas; 
10 or more years of experience related to the climate change, environment field;
Proven experience working on gender equality, diversity and inclusion and women’s  empowerment in diverse social and economic development at policy/practice levels; 
 Proven experience engaging as a technical resource person related to national policy level 
work in the climate and environmental field; 
Proven engagement with climate change, environmental related officers in Sri Lanka. 
Fluency of English  and Sinhala/Tamil language is required;
