Job Summary

APA-Obs is currently implementing the Mekong Network to Counter Transnational Crime (MNET-CTC) program. This program is funded by Australian Government through the Mekong-Australia Partnership.

APA-Obs is looking for a Gender Equality, Disability, and Social Inclusion (GEDSI) advisor based in the Mekong region. Under the supervision of the Head of the Mekong Network to Counter Transnational Crime (MNET-CTC) and working collaboratively with other Asia-Pacific Observatory team members, the GEDSI officer will lead MNET-CTC’s approach to GEDSI, champion the integration of GEDSI across all strategic, technical and operational processes and ensure adherence to policies and best practises.




Requisite Skills & Experience

The successful candidate will be able to demonstrate the following experience and skills (E-Essential, D-Desirable) :

  • A minimum of 5 years of experience in intersectionality and GEDSI project design, implementation, and technical assistance preferably in the following sectors: transnational organized crime, human trafficking, human rights, international development, or other related fields (E);
  • Degree in Gender Studies, Social Sciences, Social Work, Community Development, Human Rights, Sociology, International Development or other related field (D);
  • Experience conducting analysis of social norms, relations, and power into key dimension where inequalities and discrimination are most prevalent (E) ;
  • Experience conducting analysis of barriers to disability equity and opportunities and disability inclusion integration (D);
  • Experience developing intersectional gender equality and disability strategies in consultation with partners and operationalizing them in donor-funded programs and projects (D);
  • Solid knowledge, analytical and writing skills related to intersectional gender equality and disability equity and rights with the proven ability to analyse gender sensitive socio-economic situations to inform program design, development, planning, and research (E);
  • Provide technical leadership to advance gender considerations into all aspects of program implementation, including in strategic planning, program design and implementation and monitoring, evaluation and learning (E);
  • Knowledge and interest in the intersection of organized crime, politics and civil society in the Mekong (E);
  • Knowledge of community development principles and Mekong experience in partnership-building  of diverse civil society groups including women’s rights organisations, organisations for women with disability, and organisations for people with disability (D);
  • Experience and skills in influencing and stakeholder liaison, including with government and in public policy influencing and research, and bridging dialogue between governments and civil society (D);
  • Strong communicator and ability to convey complex ideas and messages clearly using a variety of methods for engaging different audiences (E);
  • Demonstrated ability to build and maintain positive and strategic working relationships within a culturally and geographically diverse team (E);
  • Proven ability to work independently and with competing workloads, whilst contributing to team objectives (E);
  • Strong interpersonal skills to develop strong working relationships across teams (E);
