PROGRAM/DEPARTMENT SUMMARY:

In Myanmar, Mercy Corps leads a dynamic and impactful portfolio of development programs that strengthen community resilience, foster inclusive growth, and advance economic wellbeing nationwide. Grounded in a systems-based approach, our work prioritizes livelihoods, climate resilience, environmental sustainability, and inclusive market systems development. The country team collaborates across sectors to expand economic opportunities, promote equitable natural resource management, and support community-driven governance. Our programs are intentionally designed to tackle systemic barriers and catalyze transformative change by engaging a broad spectrum of actors—from private sector partners and local civil society to grassroots community groups.

A deliberate focus is placed on reaching historically marginalized populations, including women, youth, and ethnic minorities, by embedding Gender Equality and Social Inclusion (GESI) principles throughout every stage of the program cycle. Mercy Corps also upholds the highest standards of accountability and transparency through the integration of Community Accountability Reporting Mechanisms (CARM) and robust Safeguarding measures, ensuring that all interventions remain responsive and responsible to the needs and voices of the communities we serve.

GENERAL POSITION SUMMARY: 

The GESI & CARM Officer will play a cross-cutting role supporting the analysis, planning, implementation, and monitoring of gender equality, social inclusion, and community accountability reporting efforts across all of Mercy Corps Myanmar’s programs. Working closely with program teams, MEL teams, and implementing partners, the Officer will ensure that GESI principles are meaningfully integrated into program strategies, activities, and learning, while also strengthening community-facing feedback mechanisms through the Community Accountability Reporting Mechanism (CARM). This position supports the country team’s efforts to promote inclusive, equitable, and accountable programming, in line with Mercy Corps’ global standards and donor requirements. The Officer will provide technical guidance, facilitate training and capacity-building, and coordinate with field teams to ensure that feedback from women, youth, marginalized groups, and all community members informs decision-making and adaptive management. The GESI & CARM Officer will work across the full project cycle—from proposal development to final evaluation—ensuring that Mercy Corps' commitments to do no harm, promote equity, and strengthen community accountability are upheld.

Knowledge and Experience

  • Bachelor’s degree in social sciences, development studies, gender studies, or a related field.
  • Minimum of 2 years of relevant experience in implementing development or humanitarian programs, with a focus on gender, social inclusion, community engagement, or accountability.
  • Familiarity with implementing gender-sensitive or inclusive approaches and working with marginalized or vulnerable populations.
  • Experience working in rural or remote settings, with an understanding of community dynamics and participatory approaches.
  • Demonstrated experience facilitating trainings, organizing workshops, and conducting awareness sessions with diverse audiences.
  • Strong interpersonal and communication skills, with fluency in Myanmar language and English (spoken and written).
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint); familiarity with data tools or digital feedback systems.
  • Strong organizational and time management skills, with the ability to work independently and under pressure.
